combined synopsis/solicitation for commercial products/service prepared
in accordance with the format in FAR subpart 12.6, as supplemented with
additional information included in this notice. This notice constitutes
the solicitation, price quotes are being requested and a written
solicitation will not be issued. The solicitation incorporates
provisions and clauses identified in FAR subpart 12, FAC 97-3 as
required. Standard industrial classification is 3629. This Acquisition
will be procured using commercial item procedures. This procurement is
to furnish all labor, material, equipment and transportation, and
perform all operations necessary to design, furnish and install
material in order to perform the following activities. The following
work scope is to replace the Fire Deluge system controllers for the
Bldgs 1208 and1616. All work shall be installed in strict accordance
with the National Fire Protection Association (NFPA), National
Electrical Safety Code (NESC), and the National Electrical Code (NEC),
latest editions.No notes or details appearing here or on the
associated drawings are intended to violate these codes and they shall
not be interpreted to do so. All conduits outside of the buildings
shall be rigid steel above grade and at the turn-ups and schedule 40
PVC below grade. All conduits shall be installed parallel and
perpendicular to the building walls. All junction boxes and covers
shall be steel. All conduits inside buildings shall be electrical
metallic tubing (EMT) and shall be installed parallel and perpendicular
to the building walls. Only compression couplings and connectors shall
be used. The Contractor shall provide, install and determine the
appropriate location of all junction boxes, elbows, tees and pull boxes
required to accomplish this work. Contractor shall repair any breaches
in the existing walls with the material to match the existing. All
conductors shall be copper and #12, as a minimum unless noted
otherwise. All conduits shall include a green grounding conductor All
panels shall be copper bussed with bolt-in type breakers. All panel
boards, disconnects and safety switches shall be identified with
engraved phenolic tags with the equipment "name", voltage and # phases.
Contractor shall engineer, assemble, install, and test eight (8) Fire
Deluge pump controllers with the following specifications. Installation
of the controllers shall include all necessary wiring between
components and controllers, including but not limited to panel tray,
wire numbers, labels, and relays. Contractor shall supply all
engineering design installation, programming, start-up and testing to
produce an operational system and, as a minimum provide control
drawings and a Sequence of Operation. Programming of the Staefa
controllers shall include setting the following, as a minimum:
A)Battery voltage B)System water pressure C)Run status of auxiliary
Booster pump D)Water pressure setpoint for each Fire pump E)History
files for above points. The controllers shall be manufactured by STEAFA
or be assembled using STEAFA components. Each controller shall consist
of the following items, as a minimum. 1. Staefa Controller (Smart 11
Card) with Mounting Base; Sub Panel for mounting of new controls
(Contractor will have the option of using the existing panel at each
Fire Pump to house the New controllers.); DC Power Supply for system
sensors; System Pressure Sensor (O to 150 PSI); System Pressure Switch;
12OV/12V Control Power Transformer; 12OV/24V Control Power
Transformers; Ventilation Fan; surge protector; Uninterruptible Power
Supplies (UPS) 2. Four (4) each of the controllers shall include a
24Vdc Analog meter and four (4) a 12Vdc Analog meter to monitor battery
voltage. Each building shall include a Radio Communications Modem Panel
(24"x24"). The panel includes as a minimum a modem set, CPT, antenna,
UPS and surge protector.Each building shall include a Safety pressure
switch on the incoming water line.Contractor shall ensure the PC
Monitoring capability is provided as follows: 1. Monitoring of Fire
pump Manual/Auto switch on each Fire pump. 2. Panels will be able to
monitor run status of Auxiliary Booster Pump, input to Staefa
Controller.Contractor shall supply Two (2) spare Staefa Controllers
(Smart 11 Card). Contractor will NOT be responsible for any of the
following. 1.Any work, calibration or testing of the existing Fire or
Smoke system. 2.Any work or testing of the Engines, Pumps, Piping
systems or Water storage tank. 3.Supply 12OVac power to Steafa
equipment. Customer supplied from existing breakers. 4.Control of
existing Booster pumps. 5.Wiring or repairs of wires from Fire Panels
to Pump house. Delivery is to SHAW AFB, SC. Required delivery date is
30 Days from notification. Prefer FOB Destination quote. Quotes are
required by 1600 24 Sep 98. This acquisition is set aside for small
business concerns. It is the responsibility of all contractors to check
