SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. SOLICITATION NO. IA0300-S8234915 IS
ISSUED AS A REQUEST FOR PROPOSAL (RFP) AND A CONTRACT WILL BE AWARDED
USING THE NEGOTIATION PROCEDURES. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular (FAC) 97-05. The Standard Industrial
Classification is 3663. The solicitation requires Contractor supply and
delivery of twenty-two (22) Dielectric Communications Inc. (DCI) Radio
Frequency (RF) switches Part Number 42430 or equal for installation in
the existing RF switch matrix at the International Broadcasting Bureau
(IBB) relay station in Morocco. F.O.B. Point: Destination -Inside
Delivery to: U.S. Information Agency, New York Services Branch, Foot of
Dikeman St., Brooklyn, NY 11231, Telephone No. (718) 488-6754. Delivery
Required: 120 days after contract award. Inspection and acceptance will
be at destination. The provision at FAR 52.212-1, Instruction to
Offerors -- Commercial Items and FAR Provision 52.212-2, Evaluation of
Commercial Items applicable to this acquisition. The following clauses
apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions
-- Commercial Items; FAR 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders -- Commercial Items,
including subparagraphs (b)(3,6,7,8 and 9); and FAR 52.232-18,
Availability of Funds. The brand name is cited as they are necessary to
expand the operation of the RF switch matrix at the above relay
station. The brand name was custom designed and fabricated by DCI, and
the switchbay expansion must be fully compatible in form, fit, and
function to the existing DCI switchbay. Finally, the Agency does not
have any drawings. The Government will award a firm-fixed price (FFP)
contract resulting from this RFP to the responsible offeror, conforming
to the solicitation, or at the lowest price: To be technically
acceptable offerors submitting "or equal" shall furnish product
literature that clearly demonstrates the products offered meets or
exceeds the brand name listed above. NOTE: Offerors shall submit the
following: 1. Unit and extended price for above noted items; 2.
Statement of experience and understating of requirement; 3. Completed
copy of the provisions at FAR 52.212-3, Offer Representatives and
Certifications -- Commercial Items; and 4. Prompt payment terms and
correct remittance address if different from mailing address. Also
include banking information for electric funds transfer. Failure to
provide any of the above items may result in the rejection of your
proposal. A company not in possession of the above referenced clauses
in full text, may contact the contracting office for a copy of the
clauses which will be faxed to you. Proposals shall be in writing and
must be signed by an official authorized to bind your organization.
Oral or faxed proposals will not be accepted. Written proposals are due
at the U.S. Information Agency, Office of Contracts, 301 4th Street,
SW., Room M-22, Washington, DC 20547 on September 29, 1998 at 11:00
A.M., Eastern Time. All responsible sources may submit an offer for
