synopsis to identify sources that could provide part or all of the
eqipment and services described below for a surveillance system with
Internet transmission capabilities. The project is to provide one
camerta at each of three EPA Superfund clean up sites along with the
necessary hardware and software to capture images, transmit the images
via the Internet, displaly the images via a web page, and archive the
images to a file server either at the DOE-FETC or the vendor's site.
The hardware and software required may vary slightly based upon each
vendor's approach. o A color camera with the zoom capability and
resolution combination to provide a specific field of view and image
quality shall be provided. The image qualify and field of view
parameters will be site-specific. The camera shall be positionable
either with integral positioning mechanisms to the camera or witha a
separate pan and tilt base. Each camera shall be installed within a
housing to protect the camera from severe weather. Certain remote sites
may have a security issue possibly necessitating a bullet-proof
housing. Also certain sites have existing utility poles which shall be
utilized for the mounting of the camera. Where such utility poles do
not exist, one shall be specified and installed according to the
security issues of that site. o A site server computer shall be
provided with the necessary hardware and software to receive the
incoming image data from the camera, process the image to convert it to
a jpeg file format, and transmit the processing image file across the
internet via a modem connection. The site server shall either provide
or interface with a separate component to control the position, zoom
setting, resolution, etc, of the camera. This will allow the remote
user to control the camera to obtain the desired images. o A local (or
host) file server computer shall be provided with the necessary
hardware and software to receive the incoming image files from the
internet commection and archive the images to hard disk. The local
server shall also be running the web server software necessary for the
web page which will be used to access the images. The web server shall
be configured to provide internet users with access to the images via
a web page. The vendor shall also configure the web page using one of
the major web browser programs. o Service shall be provided to maintain
the installed systems and to provide long-term archiving of the digital
image files. On a regular schedule, determined by the Govt, the files
from a number of days, weeks, or months will be recorded onto compact
discs for long-term archiving. Utility provisions shall also be made to
provide power and telephone lines at each site. The Govt anticipates
the project mission can be addressed by commercial or non-developmental
items and services, and the purpose of this synopsis is to determine
what capabilities the market place currently has. No requirement or
solicitation presently exists. However, firms having the potential to
satisfy the project mission outlined are requested to forward
capability statements or catalogue information in that regard. Such
expressions of interest should be sent to the address above within two
