66 -- UPGRADE OF THREE EACH SCHLUMBERGER TECHNOLOGIES, INC. FACTRON 720 TEST SYSTEMS SOL DAAC71-98-Q-0934 POC Joe Santillo (717) 895-7517, Contract Negotiator; Joyce K. Tobyhanna Army Depot intends to negotiate on a sole source basis in accordance with FAR 6.302-1 with Schlumberger Technologies, Inc., 22 Morgan, Irvine, CA 92718, for the system hardware and software components, inclusive of installation, testing, and appropriate training and documentation, for three (3) government-owned Factron 720 Test Systems, to provide Year 2000 compliance; some minor equipment upgrade for one system in order to bring it to the same level as, and achieve compatibility and interchangeability with, the other two systems; and for yearly maintenance, including one option year, for one (1) of the Factron 720 Test Systems (i.e., the system located at Tobyhanna Army Depot). Two (2) systems are presently located at Sacramento Air Logistics Center, CA, and one (1) system is presently located at Tobyhanna Army Depot, PA. All new parts and components shall have a one year (1 yr) warranty. All deliverables are FOB Destination. Delivery is within three (3) weeks of award -- It is believed that Schlumberger is the only source capable of providing the required parts/components while maintaining system compatibility and integrity. There is no competitive technical data package for the required items and services.
