synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulations document (FAR) subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation: proposals
are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED.
Solicitation number 6TSA-98-CRG-0209 is being issued as a request for
quotations (RFQ). The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
(FAC) 97-06. This acquisition shall cover installation and maintenance
of 3 Digital NEC 2400 PBX in Missoula, The vendor will be required to
install and maintain (3) Digital NEC 2400 PBX systems in Missoula, MT.
The proposed installation includes approximately 900 digital station
lines, 300 analog station lines, Primary Rate Interface local trunking,
Federal Telephone Service Primary Rate Interface trunking, digital CCIS
network, and a fully integrated voice mail system. The project requires
the cut-over from (3) existing analog PBXs to the new system without
disruption of service to the users, complete user training on all
station and ancillary equipment, coordination with Local Exchange & FTS
Carriers for trunking requirements, station review and planning, system
analysis, design, and configuration, materials acquisition and staging,
documentation of cable and wire records, system pre-testing and burn
in, development and implementation of system/station database,
manufactnrer's warranty coverage, and post installation support for
adds, moves & changes. The new system must be installed, cutover and
accepted by GSA not later than March 15, 1999. Mandatory minimum
requirements for qualification and evaluation on this project is as
follows: (1) Vendor must be a licensed distributor for the NEAX 2400
Integrated Multimedia exchange digital PBX with unrestricted access to
NEC technical support facilities. Offeror must provide dealer number
and NEC contact name and telephone number for verification; (2) Vendor
must maintain service support facilities, located in Missoula, MT with
technicians certified on the NEAX 2400 IMX. Offeror must provide
documentation listing the local technicians with associated
manufacturer certificates; (3) Vendor must provide references of
similar NEAX 2400 IMX installations within a 150 mile radius of the
Missoula calling area. Offeror must provide documentation with account
name, location and contact number; (4) Vendor must demonstrate
proficiency in ISDN Primary Rate Interface trunking, BRI (Basic Rate
Interface) applications, fiber optic networking and digital carrier
facilities. Offeror must provide list examples, scope of service, and
in-house digital testing equipment located at Missoula facility; (5)
Vendor must provide location of maintenance spares; (6) Vendor must
complete installation, ready for GSA acceptance not later than March
15, 1999; (7) Vendor must provide manufacturer certification for the
voice mail systems supported (i.e.: Octel, NEAXMail, etc). Please
acknowledge all above requirements in your offer. The provision at FAR
52.212-1, Instructions to Offerors, applies to this acquisition.
Evaluation is based on best value including cost and ability to meet
the above listed service requirements. Offerors shall include a
completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications-Commercial Items, with its offer.
The clause at FAR 52.212-4, Contract terms and Conditions-Commercial
Items, applies to this acquisition. The clause at FAR 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
