will be accepted. The Service is looking for equipment and software
that will allow staff to scan, maintain electronically, and track a
variety of Human Resource (HR) documents. These include Payroll
documents (i.e., W-4s, TSP forms, health and life insurance election
forms, etc.) and adverse action and disciplinary case files. The
purpose for imaging of this data is to reduce the need for physical
storage space, to make it easier to update, edit, and move files
between staff in the present office, and to electronically transfer
files to other offices. Accordingly, a LAN based system is needed that
will allow multiple users (minimum of 2 and maximum of 5) access to
scan forms and other documents. Software must have the capability to
create individual employee files identified by name or social security
number or both to track and add documents. System must also have the
capability to report on documents scanned, files being maintained, when
files were last updated/changed, and when/where files were transferred
or were inactivated. In addition to imaging, the system must be able
to report the current location of all Official Personnel Folders (OPFs)
and other critical files at all times. Accordingly, a bar coding system
would be required. A LAN based system is needed that will provide
multiple access (minimum of 1 and maximum of 10) for staff to check-out
and check-in files. The system would need to be able to assign coding
based on basic information (i.e., name, social security number, DOB,
etc.) and print labels that can be easily affixed to the file. Hand
held or mobile scanners must be available to staff -- a minimum of 6
will be required. The capability to generate reports providing up-to
date information on all files in the system, who has the file and when
it was checked out is critical. Sources capable of providing such
