synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation number F01600-98-Q1842 is
issued as a request for quote (RFQ). Award will be made using
simplified acquisition procedures. This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-05 and Defense Acquisition Circular 91-13. This
is a 100% set-aside for small business. The Standard Industrial
Classification code is 2399 and the size standard is 500 employees. The
requirement is to furnish Junior Reserve Officer Training Cadet
miniature cadet insignia. The solicitation line item numbers,
quantities and unit of issue are as follows: line item 0001 Second
Lieutenant 51765 each, line item 0002 First Lieutenant 51765each, line
item 0003 Captain 39585 each, line item 0004 Major 18270 each, line
item 0005 Lieutenant Colonel 15225 each, and line item 0006 Colonel
9135 each. The insignia rank is metal, miniature size, with 2 clutch
fasteners on the back side. Color is dark royal blue background with
chrome bars and a chrome edge around rank. The size is 1 3/16 high,
11/16 inch wide. The small bar is 1/16 inch wide and the large bar is
1/8 inch wide. The chrome edge is 1/32 inch. Offerors may be required
to submit samples for evaluation. The second lieutenant rank has one
small bar. The first lieutenant rank has two small bars. The captain
rank has three small bars. The major rank has one large bar. The
lieutenant colonel has one small bar and one large bar. The colonel
rank has two small and one large bar. Standard commercial warranty is
required. Delivery: F.O.B. Destination to 609 Junior Reserve Officer
Training Cadet sites in the United States and some APO addressees.
Required delivery schedule is 30 days after receipt of order. The
provision at FAR 52.212-1 Instructions to Offerors Commercial Items and
FAR Clause 52.212-4 Contract Terms and Conditions Commercial Items
applies to this acquisition. Addendum to this clause and provision
include DFARS 252.204-7004 Required Central Contractor Registration and
DFARS 252.232-7009 Payment by Electronic Funds Transfer (CCR). The
clause at FAR 52.212-5 Contract Terms and Conditions Required to
Implement Statutes or Executive Orders Commercial Items apply to this
acquisition. The following FAR clauses cited within that clause are
also applicable: FAR 52.203-6 Restrictions on Subcontractor Sales to
the Government; FAR 52.219-8 Utilization of Small, Small Disadvantaged
and Women-Owned Small Business Concerns; FAR 52.219-14 Limitations on

52.222-36 Affirmative Action Handicapped Workers; and FAR 52.222-37
Employment Reports on Special Disabled Veterans and Veterans of the
Vietnam Era. The provisions at DFARS 252.212-7001 Contract Terms and
Conditions Required to Implement Statutes or Executive Orders
Applicable to Defense Acquisitions of Commercial Items. The following
DFARS clause cited within that provision is also applicable: DFARS
252.225-7001 Buy American Act and Balance of Payment Program, and DFARS
252.225-7012 Preference for Certain Domestic Commodities. FAR provision
52.212-2 Evaluation Commercial Items is applicable with the following
factors in descending order of importance: (1) meet required
specifications, (2) price, (3) delivery, and (4) past performance. The
Defense Priorities and Allocations System (DPAS) rating assigned to
this acquisition is C9E. The vendor responding to this acquisition
should provide the following: a price quote on company letterhead,
stating unit price, extended price, F.O.B. prompt payment terms,
remittance address, and a completed copy of FAR clause 52.212-3 Offeror
Representations and Certifications Commercial Items andDFARS
