The College of Aerospace Doctrine, Research, and Education (CADRE) of
Air University, the Air Force Activity, plans to enter into an
exclusive Cooperative Research and Development Agreement (CRDA) with
AWESIM Entertainment, Inc., the Collaborator. This is not a
procurement. CADRE funding will not be used to fund any cooperative
effort. The objective of this CRDA is to enhance and develop the Air
Force Command Exercise System (ACES) into a premier joint forces
campaign model for both recreational and educational wargaming over the
internet, .mil internet domain, and Air University network(s). For the
purposes of this CRDA: ACES software refers to the ACES Object
Oriented C++ and associated graphical user interface(s) software;
Operation Atlantis II Object Oriented C++ and Visual Basic software;
Rapid Scenario Generator software; and Dragon, Phoenix, Atlantis,
Pegasus, and Pisces scenario data and associated database software.
MAIN FEATURES: The Air Force Activity plans to provide the Collaborator
the ACES software with all rights/licenses the government is authorized
to provide. Portions of the ACES software may contain proprietary
information belonging to other commercial entities. The Collaborator is
required to receive assignment/license or obtain release from these
commercial entities. The Air Force Activity plans to provide military
advice and expertise on Air Force Doctrine, campaign planning, and
wargaming. In addition, the Air Force Activity plans to provide
technical advice and expertise on the ACES wargaming software,
databases, and hardware. In return, the Collaborator will allow the Air
Force Activity and its customers, sponsors, and consultants unlimited
access to the Collaborator's commercial internet site at no cost to the
Government. The Government will receive a Government Purpose License to
all software and databases created under this agreement. Except under
the authority of the Government Purpose License, the Government shall
not release software developed either jointly by the Air ForceActivity
and the Collaborator or solely by the Collaborator. The Air Force
Activity will receive a duplicate internet site for use over the Air
University network(s) and the internet .mil domain. Interested parties
must submit written objections within 45 days after publication of
