Systems Analysis Effort is in support of the Sensor Fuzed Weapon (SFW),
Joint Standoff Weapon (JSOW), and Wind Compensated Tactical Munitions
Dispenser (WCMD) programs. This effort must provide total continuity in
the scientific and analytical analysis of the system/subsystem,
engineering designs, technical data, and test efforts for the
previously identified programs. This effort must provide continued
(uninterrupted) support of the high-fidelity, engineering level models
and simulations used in the test and analysis of the various systems
and subsystems of the programs. This effort must also provide continued
(uninterrupted) support of the models and simulations used in the
independent analysis of system engineering and subsystem engineering
design for the SFW, JSOW, and WCMD programs. In depth technical
understanding and experience of these or similar weapon systems is
required. It is imperative total Independent Analysis be uninterrupted
in support of these programs, especially during their upcoming
critical and major milestones, -- i.e., Defense Acquisition Boards,
System Design Reviews, Preliminary Design Review, Procurement Actions
Preparations, Low Rate Initial Production (LRIP) and associated First
Article/Lot Acceptance testing, and major/critical Program Decision
Briefings. This procurement will be tasked level of effort over a one
year period, with options for continued support. It is anticipated that
only one source, Science Applications International Corporation, San
Diego CA, the sole Independent Analysis contractor through the
development, LRIP, production and product improvement phases of the
SFW, and the development phase of the WCMD and the JSOW, has the
necessary background, computer simulations and analytical experience to
satisfy the government's minimum needs requirements for this support
effort for three critical major programs. This effort requires
contractor personnel be cleared for access to SECRET NOFORN WINTEL
information. The Air force estimates this The Air Force estimates this
program to be a five year effort consisting of a one year basic
followed by four one year options at a level of effort of eight
man-years per year. Any contract that may be awarded will include a
strict Organizational Conflict of Interest provision in accordance with
the Federal Acquisition Regulation (FAR). This contractual action is
expected to be executed using "Other Than Full and Open Competition"
procedures pursuant to FAR 6.302-1 (a) (2) (iii). The Request for
Proposal (RFP) is anticipated to be released in Oct 98. Closing date
for submission of particulars is within 15 days after publication of
