Architectural projects and services at Luke AFB, AZ. The successful
firm shall provide Architectural services on an indefinate
delivery/indefinate quantity type contract including the following: a.
Title I: The A&E shall provide the required investigatory services,
prepare studies and designs and furnish the Air Force with complete
project documents consisting of preliminary site investigation data,
design analysis, basis of design summary, utilities and equipment
layouts, project drawings using AutoCAD Release 12, technical
provisions (specifications), cost estimates, estimated construction
period, construction schedule, a completed AF Form 66 (submittals),
construction progress schedules, and other pertinent documents as
required, to provide complete design for construction projects at Luke
AFB, Arizona. b. Title II: These services shall be related to a
specific or proposed construction project and shall consist of
supervision and inspection of constuction. c. Other A&E services: These
services shall be design and construction related but are not connected
to a specific construction project. The services shall consist of
developing design criteria, fact finding studies, surveys and
investigations. The total A&E fee for this contract shall not exceed
$750,000 per year, and no single delivery order shall exceed $299,000.
There is a $5,000 minimum per year. The contract period will be for a
period of one year with four option years. Firms which possess the
qualifications to perform design services specified above are invited
to submit two (2) copies of their completed SF254 and SF255. The
selection will be conducted with the combined use of SF254 and SF255.
Interested firms with more than one office should indicate on their
SF255 the staffing composition of the office in which the work will be
performed. A&E selection criteria will include (in order of
importance): (1) Specialized Experience and Knowledge. The firm should
be using AutoCAD release 12 minimum, Microsoft Word for word
processing to include all specifications and design analysis, Microsoft
Excel for worksheets, electronic calculation of cost estimates,
Microsoft Project for Construction Progress Schedules and electronic
processing of submittals using AF Form 66, surveys should be
accomplished with the aid of GIS; (2) Professional Qualifications of
staff to be assigned to the contract. The firm should have at least one
registered professional in each office where the work will be
accomplished for each discipline required; (3) Professional capacity of
the firm to accomplish the work within the required time frame. The
firm should have adequate resources and availability of staff to
perform the required services where the work will be accomplished.
State other contracts or projects currently in design and projected for
future; (4) Cost Control effectiveness, show 100% designed construction
costs estimate, actual construction award cost, and total change order
cost for completed projects within the past three (3) years; (5)
Volumne of Work previously to the firm by DOD, with the object of
effecting equitable distribution of contracts among qualified A&E
firms; (6) Past experience of the firm with respect to performance on
DOD contracts; (7) Location of the firm or the office in which work
will be performed shall be within 50 miles of Luke AFB, AZ (Luke AFB is
located 15 miles west of Phoenix, AZ); (8) Use of recovered materials
and achievement of waste reduction and energy efficiency in facility
designs in any projects or services such as writing specifications,
selecting materials, or preparing drawings. Recovered materials should
only be used or specified where economically feasible. Some acceptable
recoverable materials would include reconstituted aspaltic concrete,
carpet made from recoverable materials, blanket insulation, board
insulation, building insulation, cellulose fiber loose-fill, hydraulic
mulch, laminated paperboard, loose-fill insulation, mineral fiber
insulation, paper, paper products, and post consumer materials.
Recovered materials means waste material and byproducts that have been
recovered or diverted from solid waste. Energy efficiency would
include efficient designs and layouts, insulation, use of high SEER
mechanical units, energy efficient lighting, energy audits and surveys,
and peak shaving or alternate fuels. Interested firms must submit two
(2)copies of their SF254 and SF255 by No Later Than 4:00 p.m. (local)
