U.S. Environmental Protection Agency (EPA), Office of Pollution
Prevention and Toxics (OPPT), National Program Chemicals Division
(NPCD) in Washington, D.C., requires technical and administrative
support for efforts in certifying lead-based paint professionals and
firms and accreditating lead-based paint training providers. This
requirement will be procured utilizing Full and Open Competitive
Procedures. Payment for sevices rendered by the Contractor will be
divided into two distinct parts -- one part will be paid for by EPA
appropriated funds and the remaining portion of the contract will be
paid by fees from those individuals, firms, and training programs
directly benefiting from the services of the contractor. On 26 August
1996, the Office of Prevention, Pesticides and Toxic Substances (OPPTS)
promulgated a regulation to ensure the availability of a nationally
trained and qualified workforce to identify and address lead-based
paint hazards, and to protect the general public from exposure to
lead-paint hazards. This regulation mandates that the U.S. EPA
administer a lead-based paint training certification and accreditation
program in States, Indian Tribes, and Territories that do not have EPA
authorization to administer such programs. Implementation of the
certification and accreditation requirements will help ensure that the
individuals conducting lead-based paint activities in target housing
and child-occupied facilities are performing those activities according
to reliable, effective and safe work practice standards. Under this
Federal program, applicants interested in receiving certification and
accreditation must submit a complete application package to EPA which
includes the appropriate supporting documentation needed to meet the
requirements. The contractor shall be involved in the administrative
process of organizing applications for certification and accreditation,
entering application information into a database, establishing a
help-line, and answering questions about applications submitted to the
Agency for approval. The contractor shall perform preliminary
evaluations of applications for completeness, design and develop
lead-based paint identification badges/cards, answer questions about
application status via a help-line, apprise interested parties about
training opportunities, provide testing location, proctor and score all
examinations, and prepare technical and administrative reports
documenting their evaluations. Hard copies of the Request for Proposal
(RFP) will not be mailed out. The RFP will be made available through
the Internet and will appear at the EPA Contracts Internet Website site
on or around 16 October 1998. The EPA Website is located at

performance will be for a base period of one year with 4 one year
