award a cost plus fixed fee, Level of Effort contract to support
requirements of the Office of Policy (OP) related to Natural Resource
Sector issues. Offers will be requested on a Full and Open Competition
basis. Support will be in the areas of data acquisition, data base
management, training, logistics, administrative assistance, data
manipulation, quantitative analysis, implementation support, outreach,
policy development and analytical support, ecconomic incentive
analysis, benefit analysis, lifecycle analysis pesticide registration
assessment, risk communication, financial analysis, science policy,
fate and transport. A detailed draft Statement of Work (SOW) has been
provided on the internet at

draft SOW identifies in greater detail the type of work that will be
required and the labor classifications. These are too extensive to list
completely in this notice. The resulting contract Period of Performance
will be a base period of 12 months, commencing in March 1999, which
will include a base quantity level of effort (LOE) of 15,000 hours,
with an optional quantity of 7,500 hours during the base year. The
contract will contain options for four additional years with identical
LOE projections, which if exercised makes the potential total contract
performance term 5 years (60 months). It is anticipated that the
solicitation will be issued on or about September 30, 1998 with
proposals due on or about October 30, 1998. All timely proposals will
be considered by the Government. Conflict of Interest Plan issues will
be posted to the internet site as soon as they are available. The

posted on the Internet and can be easily downloaded from the following
