digby_l@csbr2.navy.mil. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued. The
solicitation, USZA96-98-Q-0101 is issued as a request for quotation
(RFQ). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-04.
This is a total small business set-aside. The associated standard
industrial classification (SIC) code is 8299 and small business size
standard is $5.0M. There is one line item number and quantity of 12
months. Services, non-personal: Contractor shall provide all labor and
materials to conduct basic and advanced Spanish classes (a) Instructor
requirements for all classes: bilingual ILR level 3/3 in Spanish and
English, teaching certification equal to or exceeding DLI language
instructorrequirements. Instructor must have a military background and
at least two (2) years experience teaching military personnel. Prior
service is desired but not necessary. Classes will be 30 hours per
week, five days a week, working hours will be from 0900-1200 and
1300-1600 daily. Instructor will plan for and teach all classes and
tutoring as coordinated by the Training Officer, not to exceed the
aforementioned 30 hours per week. Period of performance is 5 Oct 98
through 30 Sep 99. The offeror shall include with their quotation: (a)
documentation indicating past performance, (b) a proposed hourly
training schedule, (c) teacher preferred methodology, (d) a copy of
lesson plans and preferred texts to be used, (e) a resume for all
instructors prosposed to be used. The provision at Federal Acquisition
Regulation (FAR) 52.212-1, Instructions to Offerors -- Commerical,
applies to this acquistion. The FAR provision 52.212-2, Evaluation --
Commercial Items applies and quotations will be evaluated in the
followingorder: Past performance, qualifications, training schedule,
and price. Offerors are required to complete and include a copy of the
following provisions with their proposals: FAR 52.212-3,Offeror
Representation and Certifications-Commercial Items. FAR 52.212-4,
Contract Terms and Coditions -- Commercial Items, applies to this
acquisition, as well as the following addendum clauses: 52.232-18,
