This is a Modification to a synopsis that was posted in the CBDNet on September 15, 1998, Submission No. 250184. PLEASE NOTE -- This modification changes the RFP Issue Date from 17 September 1998 to 24 September 1998. FINAL SYNOPSIS -- DESCRIPTION OF WORK -- The work includes demolition of existing BEQ facilities and construction of new site utilities, site improvements, and new BEQ housing and community facilities. New BEQ's are to be three-story, walk-up, garden style apartments. The buildings consist of various configurations of 22, 24, 34, and 36 unit buildings. Combined with this building mix will be a mix of unit elevations, roof types, and free-standing entrances. The predominant building materials are integral-colored concrete masonry units (CMU) with standing seam metal roofs. The buildings are comprised of one type of apartment or "unit." A "unit" consists of two sleeping/living rooms with an adjoining closet/bulk storage area, a combined dressing/lavatory/refrigerator area, and a compartmentalized bathroom with shower stall and toilet. Each BEQ unit is provided with a ceiling-mounted water source heat pump (WSHP) unit with individual controls for each sleeping/living room. Clusters of BEQ buildings are located in close proximity to several Small Community Buildings. These serve as centralized locations for laundry, vending, and supplies as well as central locations for domestic cold and hot water which serve the BEQ apartment buildings. Each Small Community Building has an exterior patio with built-in seating and BEQ grilles. Included with this phase of the work is the Central Community Building. This building consists of recreation rooms, vending, toilet facilities, and other support spaces. There are buildings H43, H44, H46 and H48 and associated subgrade preparation and landscaping, as well as Tennis courts and associated subgrade preparation and landscaping (Additive Bid Items). The work shall be located at the activity (MCAS Miramar), approximately as shown. The exact location will be indicated by the Contracting Officer. The contract is to be awarded to the responsible offeror who submits the proposal considered most advantageous to the Government considering Factor 1 -- Past Performance (Subfactor 1.1 -- Past performance of Prime Contractor, subfactor 1.2 -Customer Satisfaction and subfactor 1.3 -Past Subcontracting Efforts) ; Factor 2 -- Technical Management, (Subfactor 2.1 -- Past Experience, Subfactor 2.2 -- Key Personnel, Subfactor 2.3 -- Proposed Equipment and Materials, Subfactor 2.4 -- Phasing Plan and Subfactor 2.5 -- Recycling Plan) and Factor 3 -- Price. When the proposal is evaluated as a whole, Factors 1 and 2 (Past Performance and Technical Management) combined are approximately equal to Factor 3 (Price). The importance of price will increase if offerors in the competitive range are considered essentially equal in terms of technical capability, or if a price is so significantly high as to diminish the value of technical superiority to the Government. Site Visit will be scheduled for 6 October 1998 at 9:00 a.m. at the ROICC Office, Building 2257 Marine Corps Air Station, Miramar.
