solicitation/synopsis for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. Quotation number 98Q101 is issued as
a Request for Quotation (RFQ). The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-6. This is a 100% set-aside for small business
under SIC 5082 with a size standard of 100. The Government requires
one (1) wheeled boom vehicle which will effectively provide
approximately 40 ft working height and 22 ft horizontal reach,
approximately 145 degrees working range, approximately 500 lb platform
capacity, approximately 160 degree powered platform rotation,
self-leveling platform, proportional controls, sufficient ground
clearance, drive and braking which optimizes control, safety, smooth
operation, and power transmission, minimal turning radius, effective
gauges, minimal storage height and length, and large capacity fuel
tanks/oil reservoirs. Quoters shall provide up to 5 pages of commercial
literature, including illustrations. The award will be on a best-value
basis. Features which provide an acceptable product will be graded as
"good". Features which optimize capacity of operation, safety, and
other highly desirable features will be graded as "excellent". As the
number of evaluated features increases from "good" to "excellent", the
quoters price will be of less importance to the Government. In the
event that negotiations are held, the Government reserves the right to
limit competition to a maximum of three (3) quoters in order to have
effective competition. Award will be made to the responsible quoter
whose overall quotation, price and other factors considered, represents
an overall best value to the Government. Delivery shall be 30 days
after receipt of order (ARO) or sooner. Quoters shall include their
standard commercial warranty. Delivery is FOB Destination will all
freight included in the delivered price to: US Secret Service, James J.
Rowley Training Center, 9200 Powder Mill Road, Laurel, MD 20708. The
following FAR provisions are applicable to this RFQ: FAR 52.212-1,
Instructions to Offerors-Commercial; FAR 52.212-3, Offeror
Representations and Certifications-Commercial Items, FAR
52.212-5,Contract Terms and Conditions Required to Implement Statutes
or Executive Orders-Commercial Items. Offerors must include a signed
copy of the Representations and Certifications with their offers.
Copies of the Representations and Certifications are available on-line
at either www.farsite.hil.af.mil or GSA's web page at
www.arnet.gov/far. The contract specialist will not accept telephone
call requests for copies of the FAR provisions. The Government intends
to award a firm-fixed price order. All quotations, which shall include
the price proposal, technical literature, and the signed copy of the
Representations and Certifications, shall be mailed to the U.S. Secret
Service, Procurement Division, 1310L Street NW, Suite 730, Washington,
DC 20223, Attn: George d. Robertson, for receipt by not later than
12:00 pm.m., Wednesday, September 23, 1998. Award is anticipated within
