to PSA-2172, dated September 2, 1998. The following
changes/clarifications are made: The proposed action is no longer a
sole source action. Responsible offerors shall submit pricing and
specifications/technical data which meet or exceed the LSS-94429 Solsat
Phone System using a Thrane and Thrane TT-3060A Mini-M. The quantity
has increased to 38 systems. Delivery remains at 15 days ARO, FOB
destination Lorton, VA. CLIN 0016 should read 50 each, OPT. 944 Antenna
Cable, 20 Meter SMB/SMB; CLIN 0017 should read 80 each, Extra Nicad
Battery Packs (50hrRX/2.5hrTX). Solar panel requirement is clarified to
read: Quick charge 7x13" solar panel shall provide a working charge for
the battery within 1 hour, full charge (from zero) in 4 hours. System
shall provide a complete power supply package for charging the INMARSAT
phone, AC Fast charger for a full battery charge within 2 hours (90-265
VAC), AC Fast charge plugless cable for overseas outlets (90- 265VAC),
DC cigarette lighter adapterfor full battery charge within 2 hours,
European AC slow charger with an American adapter plug (90-265VAC). All
power supplies shall support charge and transmit . All components shall
be package IAW MIL Spec C-4150, rugged, watertight, airtight maximum
12"x16" case that is lockable. The phone and its components shall be
defined with the following items: Phone with battery installed, patch
antenna, solar panel, DC charger, AC adapter with plug kit, 5 meter
cable, DC cigarette lighter adapter, solar panel interface, fast
charger adapter, 3 spare batteries, SIM card/calling card, STU optional
firmware and instruction manuals. The proposed unit shall be warranted
for two years, with software revisions provided at no additional cost
as they occur for the life of the phone. All software and firmware
shall be Year 2000 compliant. All user documentation shall be provided
with each unit. Offerors shall provide detailed technical service
information in order to substantiate they can provide warranty repairs,
troubleshooting calls, and that technical support via a paging service
is presently available after hours for emergency support as required
by the Government worldwide. User training shall be available in the
Washington, DC area at no additional cost to the Government. This is a
combined synopsis/solicitation for commercial items prepared IAW the
format in FAR Subpart 12.6, as supplemented with additional information
included in this modified notice. Offerors who can furnish the required
items, as amended, may submit in writing, a proposal substantiated by
technical data, brochures, etc., to include pricing (FOB Destination).
Failure to provide adequate information to reflect compliance with the
specifications of the required items shall result in disqualification.
All responses shall be received within 5 working days of this
