Smith, 706-731-7174 Department of Veterans Affairs (VA) Medical Center, Augusta, Georgia, intends to negotiate a sole source procurement under the authority of Federal Acquisition Regulation (FAR) 6.302-1, with Codemaster Corporation, 10 S Riverside Plaza, Suite 1510, Chicago, IL 60656, for the following: (1) Perpetual License (unlimited workstations networked) Windows Software; Codemaster Plus 32, Coder's Bookshelf, CPT Master and ICD-9-CM/CPT Crosswalk, Real Time Interface to Vista (DHCP), PC Anywhere Telecommunications Software, SYBASE, SQL Anywhere Database Software; and (2) On-site training and installation plus travel expense. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. A WRITTEN SOLICITATION WILL NOT BE ISSUED. Applicable Standard Industrial Classification (SIC) Code is 5045 with a size standard of 100 employees. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-05. This will be a firm-fixed price contract and must include all costs associated with the delivery, installation and training. The contractor shall deliver all items FOB destination to VA Medical Center, 1 Freedom Way, Augusta, GA 30904-6285. The following FAR provisions and clauses are applicable to this acquisition: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-3, Representation and Certifications-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, including following clauses incorporated by reference: 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; 52.225-3, Buy American Act-Supplies; and 52.225-18, European Union Sanction for End Products. The following VAAR provision and clause are applicable to this acquisition: 852.219-70, Veteran-Owned Small Business and 852.270-4, Commercial Advertising. The vendor must submit a completed copy of provisions 52.212-3, Representations and Certifications-Commercial; 52.225-1, Buy American Certificate; and 852.219-70; Veteran-Owned Small Business. All items purchased by this solicitation shall be Year 2000 compliant and written documentation to the Year 2000 compliance must be provided. Year 2000 compliance means that (1) information technology shall be Year 2000 compliant; or (2) non-compliant information technology shall be upgraded to be Year 2000 compliant prior to the earlier of (I) the earliest date on which the information technology may be required to perform date/time processing involving dates later than December 31, 1999; or (ii) December 31, 1999; and as appropriate, describe existing information technology that will be used with the information technology to be acquired and identify whether the existing information technology is Year 2000 compliant. This Notice of Intent is not a request for competitive proposals. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement.
