202/842/6400 The National Gallery of Art is seeking to procure services
for programming and planning services, cost estimating, and
construction inspection. Required services include engineering studies,
site investigations, cost estimation, design and preparation of
contract documents for architectural, structural, mechanical,
electrical, security systems or museum programming for fire protection.
The contract will consist of individually negotiated delivery orders
during a one (1) year base period with two (2) one (1) year options for
a total of three (3) years. It is anticipated that the contract will
provide the required services for a construcytion project not to exceed
$100,000.00 per year. Responding groups or firms must have demonstrated
competence experience in the electrical and mechanical engineering
field. Selection will be based on the following criteria, which are
listed in order of importance: a. Professional qualifications. All
primary disciplines will require professional registration. b.
Experience in fire protection engineering. Specialized experience and
technical competence of the prime firm and any subcontractors in the
type of work required. Primary disciplines required are Fire Protection
Engineers, Electrical Engineers, Mechanical Engineers, and technicians.
c. Similiar work performed in other cultural instiutions. The National
Gallery of Art may solicit and use information obtained from other
sources other than those identified by the offeror and the information
obtained would be used for both the determination of responsibilty and
a best value judgement. Professional qualification of the key project
management and technical personnel to be assigned to the contract.
Evaluation factors will include the education, training, experience,
and registration of these personnel. Past performance and experience on
other contracts with respect to cost control, quality of work, and
compliance with schedules. d. Capacity of the firm to accomplish the
work. Ability to accomplish certain number of delivery orders on
several design tasks at any one time. Capability to respond to these
tasks in a quick and effective manner must be demonstrated. e.
Proximity of the firm to Washington, D.C. Preference will be given to
firms within commuting distance of Washington, D.C. Unless otherwise
specified the work will consist of providing contract drawings and
specifications, reports of review and surveys, inspections and
engineering responses. f. Firms must demonstrate the ability to produce
drawings and other documents in NGA Autocad format. The selected firm
will be required to provide overhead, profit and anticipated
discipline's hourly rates to the Contracting Officer, within ten days
of receiving the Requesy for Proposal (RFP). Work orders will generally
be bound reports, contract specifications and drawings. All contract
drawings will be detailed in NGA AutoCad format and in hard copies.
Bound reports shall include compilation of the required work with all
appropriate back-up material, including graphics, tables and
references, etc. Unless specified in the scope of work, and executive
summary shall be included at the beginning of all reports. The selected
firm may be subject to advisory audits. The first delivery order will
be identified after initial award of the orientation and site visit
meeting within seven days of notification. Each delivery order will be
firm fixed-priced. Firms that meet the requirements descrived are
invited to submit a completed SF-254 and SF-255 to this office within
30n calendar days from the date of this announcement. SF254s are also
required to be submitted for all subcontractors that the prime
contractor plans to utilized under this ontract. Only the 11-92 edition
of the SF-254 and SF-255 will be accepted. Supplemental information
regarding specialized experience should be included om tje SF-255.
Firms are requested to include telefax numbers. Firms are reminded to
complete all blocks of the SF-254 and SF-255. Responding firms are
required to clearly identify tasks to be performed in-house and those
to be subcontracted. Firms must submit the names and supporting
qualifications of-all subcontractors. In Block 10, state why your firm
is specially qualified based on the selection evaluated criteria. Only
the SF-254 and SF-255 will be reviewed. Experiences identified in block
8 should not be more than five years old. The firm's person proposed to
be the direct contact with the Gallery thoughout the contract work must
be identified as the "Project Manager". Firms that do not comply with
requirements will be considered non-responsive. No other general
notification to firms under consideration for this project will be
made. The SIC code is 8713. No additional project information will be
give to firms. Phone calls are discouraged. Site visitis will not be
arranged during the advertisement period-Submit SF-254 and SF-255 to
the National Gallery of Art, 6th Street and Constitution Avenue, NW,
Washington, D.C. 20565, Attn: Carolyn Perry, by 3:30 PM, local time on
the established due date. Faxed copies of the SF-254 and SF-255 will
not be accepted. This is not a request for a proposal. All responsible
