to the special notice published in the Commerce Business Daily on July
30, 1998 with subject "Consolidation of Requirements-Information
Technology Services". This notice is for non- personal information
technology systems engineering, information systems integration,
systems analysis, technical, quality assurance and test, training,
installation support, security engineering, and software development
intrinsic to engineering tasks at Continental United States (CONUS) and
Outside CONUS (OCONUS) locations in support of the U.S. Army
Communications-Electronics Command (CECOM) and the U.S. Army
Information Systems Engineering Command (USAISEC) and its supported
customers. The objective of this acquisition is to provide integral
support to USAISEC's mission. This acquisition will consist of a
consolidation of the following existing contractual vehicles:
Information Mission Area (IMA) contract DAEA32-95-D-0001, Science
Applications International Corporation (SAIC); Technical Integration
Engineering Support (TIES) contracts DAAB07-98-D- 0005, EER Systems
Inc. and DAAB07-98-D-0006, Research Analysis and Maintenance, Inc.;
Quality Assurance, Acceptance Testing and Test and Evaluation (QAATTE)
contracts DAAB07-97-D-0002, Correa Enterprises and DAAB07-97-D-0003,
FC Business Systems; and Information Security Engineering (INFOSEC)
contract DAAB07-97-D-0001, J.G. Van Dyke and Associates. The
acquisition is titled Total Engineering and Integration Services (TEIS)
(pronouned "tease"). The anticipated period of performance is a 60 day
phase-in period and a base period plus four option periods commencing
on or about 1 January 2000 for a total of five or up to ten years. The
government intends to have multiple awards up to three contracts with
one partial small business set-aside with a goal of 30% of the total
contract value. The contract type intended is an indefinite delivery,
indefinite quantity contract with fixed priced (prenegotiated loaded
hourly labor rates) and reimbursable and cost reimbursable contract
line items. The government intends on applying the Standard Industrial
Classification (SIC) code 4813-Telephone Communications, Except for
Radiotelephone, small business size standard 1,500 employees to this
acquisition. A top secret facility clearance will be required with
access to classified information at a level up to and including Top
Secret and Sensitive Compartmented Information (SCI). This acquisition

releasing a Draft SOW (DSOW) on or about September 18, 1998. The DSOW
