Energy (DOE), Albuquerque Operations Office (AL), intends to procure
physician services for a comprehensive program of routine and emergency
health services for DOE-AL employees. The contractor shall provide
professional services as follows: 1) Provide facilities for and perform
physical examinations utilizing a variety of tests for employees of the
nuclear weapons complex located in Albuquerque, NM; Amarillo, TX; and
Oak Ridge, TN. 2) Provide medical oversight of the AL Health Unit (HU)
which is currently staffed by two DOE Occupational Health nurses
(Albuquerque only). 3) Develop and direct preventive and occupational
health services through the AL HU. 4) Provide the full-time services of
a receptionist/secretary to the AL HU. 5) Provide psychological
consultation/evaluation services for a specific sector of AL employees.
The terms of the proposed contract will be for a base three-year period
with a maximum period of five years if two one-year options are
exercised by the Government. The type of contract will be a firm fixed
unit price, indefinite quantity, for a total not-to-exceed amount with
cost-reimbursable line items. This is a performance-based procurement.
It is anticipated that the RFP will be released on or about October
13, 1998. A two-step proposal process will be used; i.e., price will be
considered only from those offerors submitting acceptable technical
proposals. The offeror with an acceptable technical proposal and lowest
price to the Government will be awarded the contract. The Government
intends to award under full and open competition; however, it reserves
the right to set this procurement aside for small business pending the
response to this announcement. The Standard Industrial Classification
(SIC) Code is 8011 which has a not-to-exceed size standard of $5.0
million. Each Offeror must be prepared to undergo a background
investigation in preparation for a security clearance. Interested
