The U.S. General Services Administration (GSA) negotiated a sole source firm-fixed price contract with National Academy of Public Administration (NAPA) under the authority of Section 1072 of the FY98 Department of Defense Authorization Act, (Congressional mandate), to cover the Preliminary Phase (AT/TC 20267) of this Sex Crimes Study. The proposed and succeeding Research and Reporting Phases require work that is a direct follow-on to the prior NAPA contract. It is therefore imperative that the Government maintain continuity and compliance with the FY98 DOD Authorization Act and continue this contracting effort with NAPA. Under these phases, NAPA will concurrently collect and analyze data in order to facilitate filling the gaps, as well as to obtain data on related issues that emerge as a result of their data analysis efforts. NAPA will then utilize this research in developing the Reporting phase issue papers related to the study with findings and recommendations for solutions to the problems.
