combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation number A-98-12
is a request for quote (RFQ). The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-06. This requirement is not a set-aside for
small business. The standard industrial classification code is 7375,
with a small business size standard of $18 million. The Department of
the Treasury, Departmental Offices intends to award a contract to
Reuters on a sole-source basis for the following commercial items. The
Government anticipates one to 11 users for the following Reuters
services: Terminal Markets 3000; Markets 3000; Money News; North
American Treasury; Energy; North American Debt; North American
Securities; Latam Service; Treasury News and; Futures 2000. Information
on the following exchanges will also be provided by Reuters: Australian
Stock Exchange; Chicago Board of Trade; Chicago Mercantile Exchange;
Commodities Exchange Inc.; Deutsche Terminboerse; European Option
Exchange; Frankfurt Stock Exchange; FT-SE; Hong Kong Futures Exchange;
Hong Kong Stock Exchange; Johannesburg Stock Exchange; Korean Stock
Exchange; Korean 200 Futures/Options; London International Financial
Futures; Malaysian Monetary Exchange; Mexican Stock Exchange; Moscow
Interbank Currency Exchange; New York Mercantile Exchange; New York
Stock Exchange; New Zealand Stock Exchange; Osaka Stock Exchange; Paris
MATIF; Russian Trading System; Santiago Stock Exchange; Singapore
International Monetary Exchange; Tokyo International Financial Futures
Exchange; Tokyo Stock Exchange and; Warsaw Stock Exchange. Real-time
access will be available from some exchanges. Reuters will also provide
any additional equipment necessary to facilitate the information
exchange. During performance of this contract, the Government may
require the Contractor to relocate equipment required to receive this
service. Any relocation would occur within the Washington Metropolitan
Area and would transfer equipment from one Treasury site to another.
The contractor shall include in their proposal any additional costs
associated with the moving or transfer of equipment used to access this
service. The anticipated period of performance for this requirement is
October 1, 1998 through September 30, 1999. The current places of
delivery are the Department of the Treasury (main building and/or
annex), 1500 Pennsylvania Avenue, N.W., Washington, DC and the
Department of the Treasury, 1440 New York Avenue, N.W., Washington, DC.

Government will award a purchase order resulting from this solicitation
to the responsible offeror whose offer conforms to the solicitation
requirements and will be most advantageous to the Government, price and

completed copy of the provisions with their offer; 52.212-4, Contract
