962-5638 Request for Proposal (RFP) for Debris Management for
equipment leasing for debris removal and site management for debris
reduction associted with natural disaster emergency responses by the U.
S. Army, Corps of Engineers. The geographic boundaries of North
Atlantic Division, covering the states of Maine, Vermont, New
Hampshire, Connecticut, Rhode Island, Massachusetts, New Jersey,
Delaware, New York, Maryland, Pennsylvania, Washington D.C., and
portions of Virginia and West Virginia. The cotnract period is for a
one (1) year base period and two (2) option years. Offers must be held
open through 30 December 1998 with the government reserving the right
to exercise option years until 30 November of the subsequent years,
regardless of when the base year or option year expires. It is
anticipated that more than one contract will be awarded due to the
complexities of the clean up events. Funds are not presently available
to award this contract. Award will not be made unless and until funds
become available from the Federal Emergency Management Agency (FEMA).
The resultant contract will be an Indefinite Delivery-Indefinite
Quantity (IDIQ) contract which will provide for issuance of fixed price
as well as cost reimbursement orders. Fixed price work will include
equipment rental as well as cubic yard (CY) areas. Estimated contract
amount is estimated not to exceed $30,000,000 per year. Evaluation
criteria will be set forth in the solicitation, and will include such
factors as Subcontracting Plan, Past Performance, Location of Offerors,
Management Plans and Price. All acceptable contractors will be eligible
for an award. Large business concerns must submit proposed
subcontracting plans with their offers. Subcontracting plans should
reflect a minimum subcontracting goal of 70% for small business, 20%
for small disadvantaged business and 10% for small womean owned
business concerns. All responses should be directed to Patricia Adams,
CENAB-CT (ADAMS). Only written or faxed (410-962-0933) requests
received directly fromthe requestor are acceptable. Refer to
solicitation number in request. Bid documents will be available on or
anout 6 October 1998. There is no charge for this solicitation.
Contractors are encouraged to provide their Federal Express account
number at the time of request or have them picked up. In order to
comply with Debt Collection Improvement Act of 1996, effective March
31, 1998, all contractors msut be registered in the Central Contractor
Registration (CCR) to be considered for award of a Federal Cotnract.
