synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The contract will be for one year,
starting the 1st of October 1998. Description- The contractor shall
provide all personnel, equipment, tools, materials, supervision, and
other items or service necessary to perform as Sports Officials defined
in the statement of work at Los Angeles Air Force Base in El Segundo.
The contractor shall provide a manager who shall be responsible for the
performance of work. The name of this person and an alternate (s) who
shall act for the contractor when the manager is absent shall be
designated in writing to the contracting office. The contract manager
or alternate shall be available during normal duty hours within 30
minutes to meet on the installation with government personnel
designated by the contracting officer to discuss the problem areas.
After normal duty hours the manager or alternate shall be available
within 24 hours. The contracting manager must be able to read, write,
speak, and understand English. The contractor shall ensure that
employees have current and valid professional certifications for the
classes they are teaching. The contractor shall be required to provide
the contracting officer with proof of certification for all employees
before contract start date. The only certification by the following
nationally recognized organizations shall be acceptable: National
Collegiate Athletic Assn., American Softball Assn., International Touch
and Flag Football Assn., US and/or International Volleyball Assn., and
NIRSA. Contractor shall provide uniforms specified by the governing
rule book and all personnel shall present a neat appearance and be
easily recognized. The contractor shall not employ any person that
would create a conflict of interest nor shall the contractor employ any
federal person, unless such a person receives approval in accordance
with DODD 5500-7. The fitness center reserves the right to question any
official's certification and notify the contractor. The contractor
shall conduct a training camp prior to the start of each sporting
event, updating officials on current rules, records shall be maintained
on each employee for training and certifications. The contractor shall
establish and maintain a complete Quality Control Plan to ensure the
requirements of the contract are provided as specified. The government
will evaluate the contractor's performance, all surveillance
observations will be recorded by the government. The contractor may be
reguired to meet at least weekly with the technical inspector and the
contracting officer during the first month on the contract. The
contractor shall be responsible for safeguarding all government
property provided for contractor use, including all keys. The
contractor shall report the occurrences of alost or duplicated key to
the contracting officer. Contractor must be available for all games.
The contractor may be required to provide service on holidays. The
government will provide the athletic equipment, courts, and athletic
fields needed for the sports, the contractor will clean and maintain
equipment in the condition received. Officials will appear 15 minutes
prior to the start of a game. Notify the sports director at least 2
hours before starting time if official will be late or cannot make the
game time. The head official will pick up and return all equipment to
the fitness center staff. If games are canceled due to a no-show by an
official or being more than 15 minutes late, the rate for that game
will be deducted from the payment. The government reserves the right to
cancel any game at no cost if the contractor is notified at least one
hour prior. Base wide exercises will automatically cancel all games at
no cost to the government. The government reserves the right to adjust
the number of officials for each game. The required number of officials
for the following sports are as follows: intramural basketball and
varsity basketball- two officials and two scorekeepers/timers, over 33
basketball -- one official and one scorekeeper/timer, varsity
basketball -- three officials and three scorekeepers/timers, intramural
softball and varsity softball and volleyball and youth basketball --
two officials and one scorekeeper/timer, varsity softball -- three
officials and two scorekeepers/timers, soccer -- four officials, Flag
football -- four officials and one downsman/timer, and varsity
volleyball -- three officials and one scorekeeper/timer. All
responsible sources may submit a bid, proposal, or quotation which
shall be considered by the agency. Call or FAX bids, including the
