synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation RFQ 618-64-99 is issued
as a Request For Quotation (RFQ). This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-5. SIC Code 5064 applies and the small business
size is 500 employees. Vendor shall provide Direct Ear Set #250-J,
manufactured by Sennheiser, Brand Name or Equal. This is a personal
wireless infrared listening system for TV sound with rechargeable
battery. Descriptive Literature is required with offer. One bid sample
is required for equal product and must be received prior to date of
opening. Contract period will be from date of award through September
30, 1999. Estimated yearly quantity is 210 each. Vendor will ship on an
on-demand, as-needed basis. Deliver FOB Destination. Payment will be
made by Government Purchase Card (VISA). Deliver to the VA Medical
Center, Warehouse (90D), One Veterans Drive, Minneapolis, MN 55417. The

Veteran-Owned Small Business with offer. Proposals should address
number of days for delivery after receipt of order, all evaluation
factors including descriptive literature, pricing, and a statement
addressing VISA payment acceptance. Evaluation Factors include
evaluation of bid sample and descriptive literature, delivery time
frame, past performance history, and price. Award of Best Value for the
Government contract will be based on the evaluation factors and will be
