Since the procurement is expected to exceed $100,000.00 simplified acquisition procedures cannot be used. Any business regardless of size is extremely encouraged to bid on this notice. The DEA, Office of Aviation Operations, is seeking quotes on two (2) Long Range Surveillance Systems with the following specifications: 1) The vendor shall supply a long range high performance Commercial Off-The-Shelf (COTS) multi- sensor camera system for covert surveillance operations onboard an MBB -- 105 CBS helicopter. 2)The system shall contain a high resolution Day TV sensor payload to facilitate long stand off, non observable, suspect observation. The system, will be able to view targets of interest during periods from total light to very low light. The system shall be housed in a gyro-stabilized turret that is easily mountable to the helicopter. The power consumption shall be 28VDC standard aircraft power. 3)All equipment shall be newly manufactured goods. 4)The system shall incorporate an autotracker. 5)The successful vendor shall deliver the total system as ordered, within 9 months of receipt of order. 6)Detailed Specifications: Camera System Turret: At least 5 Axis Gyro-stabilization,<5 microradian line-of-sight jitter, 360 degree continuous rotation in azimuth, +30 to -90 degrees, 60 degrees / second LOS rates in Azimuth,Integrated video autotracking, 24 inch diameter or less, Less than 185 lbs turret weight, Other internal LRU's <75 lbs.Camera System Electrical Optical Payload Specifications: High Magnification Electro-Optics,No less than 700 TV Lines of camera resolution, Auto Iris, NTSC video format with high magnification T.V. zoom lens to 1500mm or greater, Interchangeable monochrome low light sensor with no less than 100x sensitivity. The High magnification channel shall be able to read3 inch high license plate letters at a range of no less than 1 Km. Support and Training, On-site week training course for up to 4 students for five days for Camera Maintenance Training Course, Camera Operating Course for up to 4 students, On site assistance, travel and living expenses.
