Standards and Technology (NIST) on behalf of the National
Telecommunications and Information Administration (NTIA) intends to
purchase, on a sole-source basis under the authority of 41 USC
253(c)(1), a license/subscription for Visualyse Software and
maintenance/technical support from Transfinite Systems, Ltd, Enterprise
House, 17-21 George Street, Croydon Surrey, CRO 1LA UK. The Government
intends to solicit one source under the authority of 41 U.S.C.
253(c)(1), AOnly one responsible source@ because to the best of the
Government=s knowledge, Transfinite Systems is the only company that
sells this powerful automated analysis tool. Visualyse is a Microsoft
Windows 95 compatible software program that provides the capability to
analyze a large complex communications environment. The environment
can include a mixture of geostationary satellite, non-geostationary
satellite, and terrestrial communication systems. Visualyse includes
the capability to simulate operation of the communication systems in
the environment. Visualyse simulates satellites orbits and airborne
equipment flight paths. Visualyse outputs include a graphical display
of the simulation showing the position of satellites and airborne
equipments. Other outputs include tabular analysis results. Simulations
produce statistical outputs including probability distributions and
cumulative distribution functions. The environment data can be saved to
create a library of environmental characteristics which can be merged
with subsequent environments to form new environments. Visualyse: 1) is
able to model all types of satellite and terrestrial systems by
combining basic building blocks such as antennas, stations, and links;
2) is able to model complex systems which have hundreds of satellites,
earth stations, terrestrial stations, and airborne stations; 3)
includes features such as flexible simulation tracking strategies,
analysis to support frequency planning, support for antennas with an
unlimited number of beams, support for multiple antenna pointing
angles, support for multiple antenna scanning characteristics, ability
to model complex antenna patterns, multiple propagation models,
analysis of orbital dynamics, ability to calculate link parameters,
ability to model statistical variations; displaying results as graphs,
charts, maps, 3 dimensional views and text in multiple tiled windows;
4) includes wizards such as a constellation wizard, a replicator
wizard, grid area wizard, and a beam service wizard; 5) has been
accepted by ITU-R JRG 8D/9D; 6) allows multiple files to be opened and
allows multiple windows to access the same file; 9) has no limit on
the number of objects included in the simulation; allows objects to be
added, deleted, and duplicated; 10) allows viewing and modifying of
all simulation parameters, 11) allows any view to be previewed and
printed; 12) includes a library of 70 predefined antenna gain pattern
equations including equations from ITU-R 699, ITU-R 558, ITU-R 580, ITU
RR Appendix 30, and ETSI; 13) allows antenna beamwidths to be defined
in terms of the dish size and efficiency; 14) can automatically resize
the antenna beam to produce a circular footprint; 15) save and load
beamwidth contours using the ITU data format; and 16) can define
antenna beamwidths as a PFD mask. THIS IS A COMBINED
SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; A QUOTATION IS BEING REQUESTED FROM TRANSFINITE
SYSTEMS LTD AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This
solicitation number 53SBNT860159 is issued as a request for quotation
(RFQ) using simplified acquisition procedures. This requirement is set
aside 100% for small business and the applicable SIC Code is 7372 and
the related size standard is $18 million. Incorporated provisions and
clauses are those in affect through Federal Acquisition Circular
97-05. The Contract Line Numbers (CLINs), Items, and Quantities are as
follows: CLIN 0001 is for Visualyse Professional Single User License,
1 each; CLIN 0002 is for a maintenance contract which provides
technical support (telephone and e-mail), software corrections,
software upgrades, user guide, and a technical annex and which covers
a base period of 12 months, 1 year; CLIN 0003 is for four (4) days
training for an unlimited number of users which will be held at NTIA=s
Washington, D.C. office, dates to be determined at a later time by the
Government's technical representative; CLIN 004 is for the renewal of
the maintenance contract for option period I for 12 months after the
expiration of the base, 1 year; CLIN 005 is for the renewal of the
maintenance contract for option period II for 12 months after the
expiration of option period I, 1 year; CLIN 006 is for the renewal of
the maintenance contract for option period III for 12 months after the
expiration of option period II, 1 year; CLIN 007 is for the renewal of
the maintenance contract for option period IV for 12 months after the
expiration of option period III, 1 year; For exercising the options,
the Government may extend the term of the contract by written notice to
the Contractor within 30 days before the expiration of the contract.
The Government will evaluate options for price reasonableness. The
Government may determine the offer is unacceptable if the option prices
are significantly unbalanced. Evaluation of options shall not obligate
the Government to exercise the options. Transfinite Systems shall
deliver and install CLIN 0001, FOB Destination, Washington, DC, no
later than 15 days after the purchase order award. The provisions at
52.212-1, Instructions to Offerors-Commercial Items, applies to this
acquisition with the exception of paragraph (f) which does not apply.
The clause at 52.212-4, Contract Terms and Conditions-Commercial Items
applies to this acquisition. The clause at 52.212-5, Contract Terms
and Conditions Required to Implement Statues or Executive
Orders-Commercial Items, applies to this acquisition, including
subparagraphs (6) 52.222-26, (7) 52.222-35, (8) 52.222-36, (9)
52.222-37, (10) 52-225-3, and Department of Commerce Agency-Level
Protest Procedures Level Above the Contracting Officer, which can be
downloaded from the NIST Web Page located at
http://www.nist.gov/admin/od/contract/protest.htm. Other clauses that
apply to this acquisition are 52.217-8, Option to Extend Services and
52-217.9 Option to Extend the Term of the Contract. Transfinite Systems
shall submit the following: 1) Two (2) copies of quotation which
addresses CLIN 0001 through CLIN 0007; 2) Technical description and/or
product literature; 3) Description of Commercial Warranty; 4)
Description of Software Licensing Agreement, if applicable. This is to
advise that if you intend to propose a software licensing agreement,
it must comport with applicable Federal laws, regulations and otherwise
satisfy the Government=s needs; 5) Two (2) copies of the most recent
published price list(s); and 6) A completed copy of the provision at
52.212-3, Offeror Representations and Certifications-Commercial Items
which may be downloaded from

information shall be sent to the National Institute of Standards and
Technology, Acquisition and Assistance Division, Attn: Teresa A. Reefe,

p.m. Eastern Time September 23, 1998. A faxed offer will be accepted.
Interested persons may identify their interest and ability to respond
to the requirement or submit quotes. This notice of intent is not a
request for competitive quotes. However, all quotes received by
September 23, 1998 will be considered by the Government. A
determination by the Government not to compete this proposed purchase
order based upon responses to this notice is solely within the
