This announcement modifies the Defense Logistics Agency's (DLA)announcement posted on CBDNet on September 11, 1998 and printed on September 17, 1998. The DLA intends to purchase an automated working paper software package to conduct, supervise, monitor, and initiate audits and evaluations of DLA programs and operations. The Government intends to purchase Price Waterhouse's TeamMate 98. The DLA intends to award this purchase order on a sole source basis to Price Waterhouse because only TeamMate 98 has the following required features: a. The techniques will incorporate an automated referencing process whereby users select, highlight, point to, or click on desired reference point. b. The techniques will create a "circular" reference "path" in any file director or network: from one product or working paper file to another product or working paper file and back to the original product or working paper file. c. The techniques will prohibit any unauthorized user from changing, editing, or otherwise altering product, working papers, review comments etc. If required the feature will allow the writer to edit any prodcut or working paper annotated or identified as "Reveiewed" but not as "Complete." If the writer edits a "Reviewed" working paper, the feature will change the status form "Reviewed" to "Open" to allow for any subsequent reviews. d. The feature will allow users to identify one file, more than one file, or all files as "Complete." e. The techniques must allow for encryption of signatures obtained on working paper documents.
