CONTAINER -- EXPRESSION OF INTEREST SOL 98-005 DUE 100998 POC D. R.

darrel_r_duncan@rl.gov. Duke Engineering & Services Hanford, Inc.,
under subcontract to Fluor Daniel Hanford, Inc., the prime contractor
to the U.S. Department of Energy (DOE), Richland Operations Office, is
seeking information regarding instrumentation technologies capable of
remote pressure sensing from the interior of sealed spent fuel storage
containers. The application requires sensing of internal gas pressure
from within each of up to 400 spent nuclear fuel storage containers
(termed multi-canister overpacks or MCOs) during a 40 year interim
storage period within a dry storage vault. The MCO is a 24 inch
diameter stainless steel shell with an internal storage cavity length
of approximately 11.7 feet, a welded bottom plate, and a top shield
plug. No active process penetrations will exist in the shield plug. The
wall thickness is nominally inch. The internal storage volume will be
largely filled with stainless steel baskets containing fuel assemblies;
some total free volume of a minimum of 0.5 m3 will exist. Informational
sketches will be supplied upon request. The instrumentation is expected
to be operational for at least the entire 40 year storage period. The
MCOs will be stored in pairs in concrete vault tubes of 28 inch
interior diameter, with a sealed plug at the top of the tube. Readout
must be accomplished external to the MCO without physical penetration
of the MCO wall. The temperature range of interest is from 0 -- 250 F,
the MCO internal atmosphere will be a mixture of helium, hydrogen,
oxygen, and water vapor whose composition will vary with time and with
each particular MCO. The maximum radiation field expected is
approximately 1000 R/hr. The desired application is pressure sensing
with a target accuracy of +/- 25 psi over a range of 0-1000 psi,
however less accuracy will be considered. The approximate delivery date
for sensing equipment would be May 2000. This is not a request for
proposal, but a request for information. Interested offerors are
requested to submit information regarding the basic technology,
accuracy and range of applicability, in addition to previous history
and applications, including references. If any information presented by
the offeror is proprietary it should be so marked and separated from
the unrestricted information. Any information should be provided within
20 days of this announcement. Information may be submitted via mail,
electronically, or by fax. All contacts should be made with D.R.Duncan,
