10/30/1998. PROGRAM OBJECTIVES AND DESCRIPTION: DARPA's Tactical
Technology Office (TTO) is soliciting proposals for advanced research
and design of system and sub-system level technology for integration
into the tactical environment to: supplement, replace, support, or
enhance existing systems. The intent of this solicitation is to develop
and or demonstrate system or sub-system technologies which provide
revolutionary improvements in efficiency and effectiveness over current
military modes of operation. Areas of interest include, but are not
limited to, force projection and rapid ingress/egress, information
dissemination, logistics support, extended power supplies, remote
countermine, personal armor, chemical/biological warfare, air combat,
training, small arms and small arms munitions, systems and munitions
transportability, warfighter maneuverability, and electronic
countermeasures. In addition to this Broad Agency Announcement and
before submitting a proposal, prospective offerors must also refer to
the associated BAA 98-35 Proposal Information Package (PIP) that
provides further information on the areas of interest, program
structure, and proposal format. AREAS OF INTEREST: DARPA is seeking
innovative approaches to improving the efficiency and/or effectiveness
of various aspects of tactical operations and operational procedures
through the integration of revolutionary technologies. These efforts
include, but are not limited to, development of logistic support
systems to improve port-to-port support, mitigate logistic trails, and
improve the self sustainability of the individual soldier; covert and
non-intrusive detection of underground facilities, Nuclear,
Biological, and Chemical (NBC) processing and assembly facilities at
standoff ranges of 5-15 miles; remote mine detection and
neutralization; low burden, integrated, multi-spectral active signature
control for mobile platforms, personnel and structures; satellite-based
air to ground weapons and sensors; innovative flight control,
aerodynamics and propulsion concepts particularly with respect to
Vertical Take-Off and Landing (VTOL) systems; smart bullets; high
density ordnance storage; high endurance training equipment; extended
life power sources; improved survivability of the individual warfighter
through mobility and personal armor; development of robotic devices
capable of combat element maneuver speeds; hydronautic propulsion
concepts; mine sweeping/hunting techniques; multi-function aperture;
and littoral space fire support. PROGRAM SCOPE: Multiple awards during
FY 1999 are anticipated. Each offeror must submit a proposal abstract
and proposal which defines the tactical area addressed and the value
added of the proposed system, the technical approach to developing the
system. Teaming and cost sharing is encouraged. The prime contractor
must have an existing approved capability (personnel and facility) to
perform SECRET classified work. Up to $1.5M may be available in FY 1999
for the initial effort. Proposed efforts beyond the 12 month initial
funding period should be costed on an annual basis to coincide with the
Government fiscal year. GENERAL INFORMATION: Proposers must obtain a
package entitled "BAA 98-35, Advanced Tactical Technology, Proposer
Information Package" which provides further information on areas of
interest, the submission, evaluation, and funding processes, proposal
abstract formats, proposal formats, and other general information. This
package may be obtained from the World Wide Web (WWW) or by fax,
electronic mail, or mail request to the administrative contact address
given below. Proposals not meeting the format described in the package
may not be reviewed. Proposers must submit an original and five (5)
copies of the proposal abstracts to DARPA/TTO, 3701 North Fairfax
Drive, Arlington, VA 22203-1714 (Attn.: BAA 98-35) on or before 4:00
p.m., local time, Friday, October 30, 1998, in order to be considered
during the first round of selections. Upon review, DARPA will provide
written feedback on the likelihood of a full proposal being selected
and the time and date for submission of a full proposal. This notice,
in conjunction with the BAA 98-35 Proposer Information Package,
constitutes the total BAA. No additional information is available, nor
will a formal RFP or other solicitation regarding this announcement be
issued. Requests for the same will be disregarded. The Government
reserves the right to select for award all, some, or none of the
proposals received. All responsible sources capable of satisfying the
Government's needs may submit a proposal which shall be considered by
DARPA. Historically Black Colleges and Universities (HBCUs) and
Minority Institutions (MIs) are encouraged to submit proposals and join
others in submitting proposals; however, no portion of this BAA will be
set aside for HBCU and MI participation due to the impracticality of
reserving discrete or severable areas of research in advanced tactical
technology. All administrative correspondence and questions on this
solicitation, including requests for information on how to submit a
proposal abstract or proposal to this BAA, should be directed to one of
the administrative addresses below; e-mail or fax is preferred. DARPA
intends to use electronic mail and fax for correspondence regarding BAA
98-35. Proposals and proposal abstract may not be submitted by fax or
e-mail; any so sent will be disregarded. DARPA encourages use of the
WWW for retrieving the Proposer Information Package and any other
related information that may subsequently be provided. EVALUATION
CRITERIA: Evaluation of proposal abstract and proposals will be
accomplished through a technical review of each proposal using the
following criteria, which are listed in descending order of relative
importance: 1) overall scientific and technical merit in relationship
to the soundness and innovation of the approach, 2) offeror's ability
to implement the approved program as demonstrated by availability of
qualified personnel, equipment and facilities, system integration, and
related experience in system development and tactical operations, 3)
soundness of management plan and the degree to which the offeror
employs innovative design, fabrication, and cost containment
techniques, and 4) best value to the Government with respect to
technical, management, and cost. ORGANIZATIONAL CONFLICT OF INTEREST:
Each cost proposal shall contain a section satisfying the requirements
of the following: Awards made under this BAA are subject to the
provisions of the Federal Acquisition Regulation (FAR) Subpart 9.5,
Organizational Conflict of Interest. All offerors and proposed
subcontractors must affirmatively state whether they are supporting any
DARPA technical office(s) through an active contract or subcontract.
All affirmations must state which office(s) the offeror supports and
identify the prime contract number. Affirmations shall be furnished at
the time of proposal submission, and the existence or potential
existence of organizational conflicts of interest, as that term is
defined in FAR 9.501, must be disclosed. This disclosure shall include
a description of the action the offeror has taken, or proposes to
take, to avoid, neutralize or mitigate such conflict. If the offeror
believes that no such conflict exists, then it shall so state in this
section. It is the policy of DARPA to treat all proposals as
competitive information, and to disclose the contents only for the
purposes of evaluation. The Government intends to use non-government
personnel as special resources to assist with the logistics of
administering proposal evaluation. Support personnel are restricted by
their contracts from disclosing proposal information for any purpose.
Contractor personnel are required to sign the Organizational Conflict
of Interest Non-Disclosure Agreements. By submission of its proposal,
each offeror agrees that proposal information may be disclosed to
those selected contractors for the limited purpose stated above. Any
information not intended for limited release to support contractors
must be clearly marked and segregated from other submitted proposal
material. DARPA is seeking participation from the widest number of
offerors. No portion of the BAA will be set aside for Historically
Black Colleges and Universities (HBCU) or minority institutions (MI)
participation due to impracticality of reserving discrete or severable
area of research for exclusive competition among the entries. The
