Request for Offer (RFO), on a sole source basis in accordance with 10
U.S.C. 2304 (c)(1), Only one Responsible Source. NASA/GSFC intends to
purchase the services from Science Systems and Applications, Inc.
(SSAI), 5900 Princess Garden Parkway, Ste 300, Lanham, MD 20706, for a
two (2) month extension (11/01/98 through 12/31/98) and the provision
for an additional one month option period to existing contract
NAS5-31741. These services are a continuation of scientific and
engineering support services for design, development, and testing of
remote sensors and sensor systems until the Government's technical
requirements are being consolidated and competitively procured. This
support includes, but is not limited to, software development related
to various modeling applications for GSFC projects such as EOS/MODIS,
as well as data classification and analysis, research support,
mechanical engineering support, design, fabrication, and assembly for
electro-optical remote sensing instruments, maintenance and operation
of the Systems Evaluation and Development Laboratory (SEDL) and related
antenna systems, Landsat instrument payload analysis, including the
Enhanced Thematic Mapper (ETM), and, development and refinement of the
CARANLYS program. Award to any other source for this three (3) month
period would delay the acquisition of critical and unique services in
support of NASA programs. Such delay would be unacceptable because it
would jeopardize the critical milestone schedules for numerous ongoing
scientific investigations, including: the Lansat-7 prelaunch analyses
including the Enhanced Thematic Radiation Test (ETM+ Radiometric
Tester)(deliverables 11/98 and 1/99); the lunar calibration analysis
for MODIS (delivery 1/99); development of GLAS laser engineering model
(delivery 12/98); Mars Orbiting Laser Altimeter (MOLA-2) continued
operation through; preparation for continuous MOLA-2 orbital mapping
(delivery 12/98); MOLA-2 south polar mapping (delivery 1/99) and
development of VegetationCanopy Lidar (VCL) detailed mechanical design,
optical analysis and test, and instrument integration (delivery 1/99).
This two (2) month with a one month priced option extension is
required to ensure continuation of support services until task order(s)
can be issued under a competitively awarded contract. That competition
has been synopsized and will be procured as a small business
set-aside. The support sought is a continuation of work performed by
SSAI, under this contract, since May 1, 1992. In accordance with
Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible
source, NASA/GSFC intends to obtain these services from Science Systems
and Applications, Inc. (SSAI), 5900 Princess Garden Parkway, Ste 300,
Lanham, Maryland 20706. See numbered Notes 22 and 26. An Ombudsman has
been appointed. See Internet Note "B". Interested firms have 15 days
from the publication of this synopsis to submit in writing to the
identified point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. All qualified responsible sources may submit an offer which
