The Bureau of Reclamation intends to negotiate on a sole source basis with Virginia Tech in a cooperative effort with the Bureau of Reclamation to develop a Workshop using the "Issues, Remedies, and Research Needs Related to Outlet Works and Other Penetrations of Dams," as the vehicle in which to initiate the effort to assess dam safety research needs. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The Government believes that only one responsible source can provide the services that will satisfy the agency requirements. A J&A for Other than Full and Open Competition has been prepared in support of this acquisition. Firms that recognize and can provide the required services described above are encouraged to identify themselves and give written notification to the Contracting Officer. Firms believing they can provide similar required services must provide supporting evidence. This notice is not a request for competitive quotes. All responses received within 5 days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
