ENGINEERING SERVICES UNDER AN INDEFINITE DELIVERY CONTRACT FOR THE ST.
PAUL DISTRICT, CORPS OF ENGINEERS SOL W81G67-8258-8825 POC Contract
Specialist PATRICK J. PEINE 612/290-5416 (Site Code DACW37) CONTRACT
INFORMATION: Services of a qualified Architect Engineer (A-E) are
required for an indefinite delivery contract for the primary
disciplines of geotechnical engineering (as required for HTRW
Services), environmental engineering, chemical engineering, geology,
and hydrogeology. Additional disciplines required are civil
engineering, cost engineering, specification writing, industrial
hygiene and chemistry. The contract will have a base period not to
exceed one year and two option periods not to exceed one year each. The
amount of work in each contract period and on individual task orders
will not exceed approximately $750,000. An option period may be
exercised when the contract amount for the base period or preceding
option period has been exhausted. A minimum of $15,000 will be awarded
the first year of the contract and an additional $7,500 for each
option that is exercised. Work will be issued by negotiated
firm-fixed-price task orders. The District currently has and may award
in the future ID contracts to perform that may also be encompassed by
this announcement; the Contracting Officer will consider the following
factors in deciding which contractor will be selected to negotiate an
order: performance, current capacity to accomplish the order in the
required time, specialized experience, and the equitable distribution
of work among the contractors. This announcement is open to all
businesses regardless of size. The contract is anticipated to be
awarded by March 1999. If a large business is selected for this
contract, it must comply with FAR 52.219-9 regarding the requirement
for a subcontracting plan on that part of the work that it intends to
subcontract. The subcontracting goals for this contract are that a
minimum of 61.2% of the contractor's intended subcontract amount be
placed with small businesses (SB), 9.1% be placed with small
disadvantaged businesses (SDB), and 4.5% placed with woman-owned small
businesses (WOB). The plan is not required with this submittal. The
wages and benefits of service employees (see FAR 22.10) performing
under this contract must be at least equal to those determined by the
Department of Labor under the Service Contract Act. PROJECT
INFORMATION: The services are required for civil works projects,
military funded projects and support for other agencies. The services
are primarily within the St. Paul District boundaries (all or portions
of MN, ND, SD, WI, and IA). However, individual task orders may be for
work within the Mississippi Valley Division or neighboring mid-western
states. Services to be provided may include (1) studies and design of
hazardous, toxic and radioactive waste (HTRW) site remediation; (2)
studies and modeling of groundwater for non-HTRW projects. The end
products will be reports containing engineering and scientific studies,
evaluations, and conclusions supported by detailed engineering analyses
and computations, along with computer aided preparation of report
plates, contract drawings and specifications and construction
engineering. Both office work and associated field work for data
collection will be involved. Use of the metric-system of measurement
may be required for some deliverables under the proposed contract,
however, metric system experience is not a selection criteria and is
not required for selection. SELECTION CRITERIA: See Note 24 for general
A-E selection process. The selection criteria are listed below in
descending order of importance (first by major criterion and then by
each sub-criterion). Criteria numbered a-e are primary. Criteria f-h
are secondary and will only be used as "tie-breakers" among technically
equal firms. a) Specialized experience and technical competence: (1)
studies, investigations, and design of hazardous, toxic, and
radioactive waste (HTRW) site remediation, including geotechnical
engineering (as required for HTRW services), environmental engineering,
chemical engineering, geology, hydrogeology, ground water modeling,
contaminant transport, treatment technologies, underground storage
tanks, landfill liner and coverdesign, geosynthetics applications,
geochemistry, cost engineering, specification writing, industrial
hygiene, site safety, federal regulations, subsurface investigations,
sampling and analytical laboratory testing in areas containing
contaminated and/or hazardous materials, soils, and/or groundwater; (2)
studies, investigations, and modeling of groundwater for non-HTRW
projects, including wellhead protection area delineations, pump tests,
regional groundwater modeling; (3) computer applications in
geotechnical engineering, geology, and hydrogeology, including slope
stability, finite difference and finite element solutions of
two-dimensional and three-dimensional seepage, groundwater, and
contaminant transport problems (emphasizing the MODFLOW3D, MT3D, SLAEM,
MLAEM, FEMWATER, and the Corps of Engineers Groundwater Modeling System
computer software). (4) quality management, the evaluation will
consider the management structure, experience of the prime firm and
significant sub-contractors in working together, and quality control
plans. Also included, but of lesser importance, are (5) subsurface
investigation capabilities for geotechnical and HTRW studies; (6)
analytical laboratory testing capabilities for HTRW studies; and (7)
Demonstrated ability to develop and deliver CADD products (i.e.,
plotted drawings and digital files) which are fully compatible with the
St. Paul District's CADD platform. The St. Paul District's CADD
platform is based on Intergraph TD Workstation with Windows NT (version
4.0 or higher) operating system and CADD software products which are
based on Bentley's MicroStation 95. The CADD system used by the A-E
must provide digital files and data (such as base files, reference
files, and cell libraries) that are fully compatible with the
Government's target CADD system. The term "compatible" means that data
can be accessed directly by the target CADD system without
translation, preprocessing, or post-processing of the electronic
digital files. It is the A-E's responsibility to ensure this level of
compatibility. All CADD data shall be supplied in three-dimensional,
MicroStation 95 version 5.x, native electronic digital format
(i.e.,.dgn, .cel,.I). CADD products are required to conform to the
latest Tri-Service A/E/C CADD Standards (August 1998 edition) and the
St. Paul District's Drawing and Mapping Standards. These standards
include, but are not limited to, three-dimensional placement of
translatable graphic elements on specified levels, producing lines with
specified weights, colors, styles, and at proper elevation. The SF255
submitted by the A-E shall clearly delineate the type of CADD equipment
hardware and software intended for use on this contract, the years of
operating experience by the appropriate personnel using the CADD
system, and the conversion/translation methods to be used (if
necessary). The A-E shall provide references to other projects that
they have completed using the stated CADD system. b) Professional
capabilities including qualified registered professional personnel in
the disciplines of geotechnical engineering (as related to HTRW studies
and design), environmental and civil engineering, and qualified
professional personnel in chemical engineering, geology, hydrogeology,
cost engineering, specification writing, industrial hygiene and
chemistry. c) Past performance on DOD and other contracts with espect
to quality of work, cost control and compliance with performance
schedules. d. Capacity to accomplish the work in the required time. e.
Knowledge of cold climate engineering, design and construction and
knowledge of HTRW related regulations for the States of Minnesota,
Wisconsin, and North Dakota. f. Extent of participation of SB, SDB,
WOB, historically black colleges and universities, and minority
institutions in the proposed contract team, measured as a percentage of
the estimated subcontracting effort. g. Location of the firm in the
general geographical area of the St. Paul District, including the
office location of each person named to work on this contract. h.
Volume of DOD contract awards in the last 12 months as described in
Note 24. Volume of work for the St. Paul District will also be
considered under this factor. 4. SUBMISSION REQUIREMENTS: See Numbered
Note 24 for general submission requirements. Interested firms having
the capabilities to perform this work must submit three copies of SF
255 (11/92 edition), and three copies of SF 254 (11/92 edition) for the
prime firm and all consultants, to the above address not later than the
close of business on the 30th day after the date of this announcement.
If the 30th day is a Saturday, Sunday, or Federal holiday, the
deadline is the close of business of the next business day. Include the
firm's ACASS number and business size in SF255, Block 3b. For ACASS
information call 503-326-3459. In SF 255, Block 10 include: 1) The
total dollar amount of the Department of Defense contracts and total
dollar amount of the contracting awarded the firm in the 12 months
prior to this notice; 2) A description of the firms overall design
quality management plan, including management approach, coordination of
disciplines and subcontractors, and quality control procedures; and 3)
an organization chart showing all named team members and their
responsibilities for this contract. The SF 255 will clearly denote the
office location for each person identified in Section 7 of the form.
