synopsis/solicitation for commercial items prepared in accordance with
the format in subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; a written solicitation will not be issued. A
firm-fixed price quote under Request for Quotes (RFQ) solicitation
number 223-98-NOLA is being requested. This solicitation document
incorporates provisions and clauses in effect through Federal
Acquisition Circular #97-06. This procurement is made on an
unrestricted basis. The SIC code for this procurement is 4899
Communication Services, N.E.C. The contractor shall provide Primary
Rate Interface local telephone exchange service for the Food and Drug
Administration located in New Orleans, LA. The following line items and
quantities are requested: 1) Access Line, qty. 1; 2)
Interface-Voice/Data (Standard), qty. 1; 3) B-Channels -- Voice/Data
(Standard), qty. 23; 4) D-Channels -- Voice/Data (Standard), qty. 1; 5)
Telephone Numbers for Voice/Data and Digital Data Inward/2-way, qty.
100; 6) ANSA-Interoffice Mileage, qty. 1; 7) End User Common Line
(EUCL); qty. 5; 8) Telecommunications Relay Service, qty. 5; 9)
Telecommunications Relay Service -- Ctr. Support, qty. 5; 10) Excess
Line Port Charge -- PRI, qty. 1. The local exchange service provider
must be certified by the Louisiana Public Utilities Commissions to
provide local commercial communications service. Local communications
service shall include as a minimum but not limited to, local access for
Primary Rate Interface PBX trunks, DID, directory number and number
portability, hearing/speech impair, operator and directory assistance,
911 service, local and Intra-LATA access, interconnection with
Inter-LATA exchange carriers, and must have an existing agreement with
AT&T FTS2000 network for virtual-on-net access. The local exchange
service provider must provide its own facilities, have its own local
installation and maintenance technicians, provide repair service 24
hrs/day, 7 days/week. The contractor shall provide a single point of
contact for contraction administration, technical design assistance,
billing, ordering, and sales support. To establish past performance,
the local exchange service provider must submit for review no more than
five (5) references of current federal multi-year contracts for PRI
service in the above location. This requirement shall cover the period
from contract award through 72 months thereafter. The following FAR

applies to this acquisition, 52.217-2, Cancellation under Multi-Year
