THIS IS A PRE-SOLICITATION NOTICE FOR A TWO-STEP DESIGN/BUILD. THIS
PROJECT IS BEING SET-ASIDE FOR SMALL BUSINESS IF SUFFICIENT INTEREST IS
GENERATED FROM THIS NOTICE. SMALL BUSINESSES ARE REQUIRED TO SUBMIT
THEIR BONDING CAPABILITY AND PAST PERFORMANCE INFORMATION TO THIS
OFFICE NO LATER THAN SEPTEMBER 28, 1998. IF ENOUGH INTEREST IS NOT
RECEIVED FROM SMALL BUSINESSES, THE SOLICITATION WILL REVERT TO
UNRESTRICTED. THIS INFORMATION WILL BE PUBLISHED IN THE CBD SYNOPSIS.
This project is for the design and construction of an Administrative
Headquarters Building for Naval Reserve Readiness Command, Region 16,
Minneapolis-St. Paul Int'l Airport. The work includes integrated site
development and all incidental related work to provide a complete and
usable facility. The project consists of a 1,408 sq meter (15,156 SF)
building including mostly administrative area, an auditorium, exercise
room,, lounge, locker/shower room, and some storage area. The
Administrative areas will include open office areas, privateoffices,
conference rooms and file storage. The building must have a brick
veneer and conform to the exterior architectural standards of the ARS.
Comprehensive Interior Design services will be required. Exterior
features include utilities, landscaping and privately owned vehicle
(POV) parking. The facility must conform to the Americans with
Disability Act. The Government intends to award a Best Value Contract,
Price and Technical Factors being considered. The procurement will
consist of two phases. Phase I: Proposers will be evaluated on Past
Performance, Technical Qualifications, Management Approach, and Small
Business Subcontracting Effort. The highest rated proposals, typically
3 to 5, will advance to Phase II. Phase II: Qualified proposals will
be evaluated on price basis and technical basis. The estimated cost
range is $1,000,000 to $5,000,000. The SIC Code is 1542 the FSC is
