synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6 as supplemented with additional information
included in this notice. This announcement constitutes as the
solicitation: proposals are being requested and a written solicitation
will not be issued. Solicitations F41691-98-Q1152, 98-Q1188, 98-Q1255
and 98-Q1224 are issued as a request for quotation (RFQ). The
solicitation document and incorporated provisions and clauses are those
in effect through the Federal Acquisition Circular 97-05. This is a
Brand Name solicitation Other Than Full and Open Competition
requirement. The SIC Code is 3661, Telephone and Telegraph Apparatus,
size standard 1000. Requirement consists of the following Executone
Telephone Equipment: EVCM Replacement Modem, P/N 21090, Qty 29 ea; VX3
Voice Mail System Mini Tower, P/N 403034, Qty 7 ea.; VM Software
Release 4.0 to 5.0, P/N 10A3022-1, Qty 8 ea.; VM Software Release 5.0
to 6.0, P/N 10A4020-1, Qty 8 ea.; VGA Monochrome Monitor, P/N
30-38-00003, Qty 9 ea.; Dialog/4 Voice Board, P/N 30-39-00166, Qty 31
ea.; VM Software Release 6.0 to 7.0, P/N VX3-SWUPG-7, Qty 8 ea.; VM
(Card) Software Release 6.0 to 7.0, P/N VXC-SWUPG-7, Qty 1 ea; ACPU
Software Upgrade 8.0, P/N A81941-3, Qty 1 ea. Standard commercial
warranty is required. Telephone equipment is to be delivered to 12
CS/SCMPP, Bldg 379, Randolph AFB, Tx. The Executone Telephone Equipment
is the only brand that will be compatible and interface with existing
Randolph AFB telephone equipment as researched by the Air Force. "Or
Equals" will not be accepted. Interested parties capable of providing
the above, must submit written price quotes to include discount terms,
shipment terms, technical data supporting requirement, past
performance information, and firm evidence of their ability to perform.
Offeror must provide cage code and ensure that they are registered in
the Central Contractor Registration (CCR). Offerors are advised that
the final rule implementing CCR in DOD was effective 1 Jun 98. After 1
Jun 98, awards can only be made to contractors that are registered in
the CCR. All responses will be fully considered. Award will be made
under simplified acquisition procedures, evaluation procedures IAW FAR
13.106-2 will be used. Award shall be made to that responsible offeror
submitting a proposal that provides the Best Value to the Government.
Award will be based on total aggregate and will not be awarded as a
multiple award. Offers must include catalog price lists, delivery
schedules and a completed copy of the provisions at FAR 52.212-3,
Offeror Representation and Certifications Commercial Items. Offeror
Representation and Certifications Commercial Items will be provided.
The Clause at FAR 52.212-5 applies to this acquisition with these
additional FAR clauses marked: 52.222-26, Equal Opportunity (E.O.
11246); 52.222-35, Affirmative for Special Disabled and Vietnam Era
Veterans (38 U.S.C 4212); 52.222-36, Affirmative Action for Handicapped
Workers (29 U.S.C: 793); 52.222-37, Employment Reports on Special
Disabled Veterans and Veterans of the Vietnam Era. (38 U.S.C 4214).
