Flight Center's Wallops Flight Facility (NASA/WFF) plans to enter into
a sole source contract with Scientific Atlanta Inc., 3845 Plesantdale
Road, Atlanta, GA 30340, pursuant to 10 USC 2304 (c) (1) -- Only One
Responsible Source. NASA/WFF requires the Contractor to provide spares
as required for the four existing 11-meter antenna systems, the TOTS
8-meter systems, the McMurdo 10-meter system as well as the optional
antenna system(s) under this proposed procurement; sustaining
engineering for the proposed optional systems and other NASA/WFF
tracking systems for a time period of five years and up to four
identical Automated Autotracking Antenna Systems. The optional antenna
systems will track satellites at any inclination orbit and sounding
rockets from various global sites and must perform the following
functions: 1) Telemetry reception in the 2200-2400 MHZ frequency band;
2) Telemetry reception in the 8000-8500 MHZ frequency band; 3) RF
transmission in the 2025-2120 MHZ frequency band. Transmission in the
above frequency bands shall not degrade downlink performance in either
the S- or X-bands; 4) Automatic configuration of all contractor
supplied equipment before each mission. System health test shall
automatically be performed on a pre-mission basis. System alignments
shall automatically be performed if needed. Tracking accuracy shall be
less than 0.070 degrees in azimuth and elevation with signals of any
impinging polarization. The system must interface with TRADAT. The
first otional system if exercised will be used as an additional prime
system with the Scientific Atlanta 11-meter system in Longyearbyen,
Norway. Accordingly, compatibility and interchangeability of both the
hardware and software with the existing 11-meter antenna system is a
firm requirement. Scientific Atlanta has the expertise and familiarity
gained through the development, build, and software integration
requirements of the four 11-meter systems currently in place. In
addition to their expertise, Scientific Atlanta possesses drawings,
specifications, test software, and the necessary tooling to accomplish
this duplicative effort. Such expertise and equipment is essential to
accomplish this effort within the limited schedule. Delivery will be
made to Longyearbyen, Norway. Delivery of the first optional antenna
system is required within 12 months and additional optional systems, if
needed will be required within 15 months, to specified global
destinations. The Government does not intend to acquire a commercial
item using FAR Part 12. See Note 26. RFP will be released on or about
45 days after publication of this synopsis in the CBD. Companies that
believe they can provide these services should fully identify their
interest and capabilities within 15 days after publication of this
synopsis on the NAIS or Commerce Business Daily. These capability
statements will be used solely for the purpose of determine whether or
not to conduct this contract award on a competitive basis. Responses
received after 15 days or withoutthe required information will be
considered nonresponsive to the synopsis and will not be considered. A
determination by the Government not to compete this proposed contract
on a full and open basis, based upon responses to this notice, is
solely within the discretion of the Government. Oral communications are
