The VA plans to negotiate this contract, on a sole source basis, with Doctors Oxygen Service of Franklin WI. This is considered to be a sole source for the following reasons: the VA has determined that, to provide the safest anesthesia for adults in an MRI setting, an anesthesia machine is required that is capable of ventilating the patient and monitoring ventilatory parameters, including volume, pressure, and oxygen concentration, with alarms, and that has a battery backup. The only MRI Anesthesia Machine that has these capabilities is the Narkomed MRI Anesthesia Machine manufactured by North American Draeger. Doctors Oxygen Service is the only distributor of this equipment for the Chicago IL area. Other sources who believe they can supply equivalent items must furnish product information to this office by no later than 4:30 PM on September 25, 1998.
