SYNOPSIS/SOLICITATION FOR ENVIRONMENTAL DATA COLLECTION AND STREAM
TEMPERATURE DATABASE DEVELOPMENT. The Environmental Protection Agency
(EPA) plans to procure the subject data services in accordance with the
Simplified Acquisition Procedures (under $100,000) authorized in FAR
Part 13. This announcement constitutes a combined
snynopsis/solicitation, and a separate solicitation will not be issued.

206-553-0310. The solicitation includes all applicable provisions and
clauses in effect through FAR FAC 97-05. The Standard Industrial
Classification Code is 8999. This requirement is set-aside for small
businesses. SIC 8999 dictates Small Business as earning $5M per year or
less. BACKGROUND: The databases assembled under this contract will be
used to advance the understanding of the temperature regimes of the
Columbia and Snake River systems, and the effects on the river's
ecosystem caused by changes in the thermal regime. The data will also
be used to help establish numerical regional target ranges for
incorporation into State/Tribal water quality criteria, standards,
NPDES permit limits, and total maximum daily loads (TMDL's). In
addition, the data will be used in conjuntion with other datasets as
inputs to models and for visualization exercises that support ongoing
work within the EPA Region 10. REQUIREMENTS: The contractor will
locate, acquire, compile and perform quality assurance services of
continuously-recorded water temperature data. The data will have been
recorded at the stations located near the mouth of each of the
tributary streams and rivers that flow into the Columbia and Snake
Rivers in Oregon and Washington. The acquisition, compilation and
quality assurance of data will be from existing temparature data sets
from sources that do not currently put their data into the EPA STORage
and RETrevial (STORET) database. All temperature data will be
submitted to the EPA as celsius values. All data will be submitted in
digital form. All submitted data must be in Dbase version III or IV
format, and all files should have a .dbf extension. PROVISIONS AND
CLAUSES: The solicitation incorporates the EPA REPRESENTATIONS,
CERTIFICATIONS AND OTHER STATEMENTS OF OFFERORS OR QUOTERS (SIMPLIFIED
ACQUISITIONS). The award document will incorporate the requirements of
the clause FAR 52.213-4, TERMS AND CONDITIONS -- SIMPLIFIED
ACQUISITIONS. TECHNICAL EVALUATION CRITERIA: The technical portion of
quotations will receive paramount consideration in selecting a vendor.
However, price will also be a significant factor in the event that two
or more vendors are determined to be essentially equal following the
evaluation of technical factors. In any event, the Government reserves
the right to make award to the vendor whose offer provides the
greatest overall value to the Government. Offers will be evaluated
based on the following technical evaluation criteria: (1)Industry
specific expertise -- water temperature data collection, environmental
database knowledge, preferably with STORET database (50%) (2) Past
performance -- knowledge of stream/river recording stations (Columbia
and upper Snake River in Oregon and Washington) (50%) OFFERS: Offers
must be submitted on an SF-18 that is signed by an authorized
representative of the offeror and includes a completed "Schedule of
