reflect the following: Beginning October 1, 1998, proposals are sought
from small business firms for participation in the DOC SBIR program.
The SBIR program is a three-phase program which implements Public Law
102-564, the "Small Business Research and Development Enhancement Act
of 1992." The purpose of Phase 1 is to conduct feasibility related
experimental or theoretical research or research and development (R&D)
in order to determine the scientific or technical merit/feasibility of
concepts/ideas as a prerequisite to further DOC support under Phase 2.
Individuals receiving awards under Phase 1 will be eligible to compete
for Phase 2 contracts. The following are NOAA research topics available
for Phase 1: Atmospheric Sciences, Ocean Observation Systems, Living
Marine Resources, Ocean Science, and Cartography and Photogrammetry.
The following are NIST research topics available for Phase 1: Adaptive
Learning Systems, Advanced building Materials and Systems, Advanced
Detection and Suppression of Fire, Combinatorial Discovery of Materials
and Chemicals, Condition-Based Maintenance, Intelligent Control,
Intelligent and Distributed CAD, Infrastructure for Distributed
Electronic Commerce, Measurement and Standards for Catalysis and
Biocatalysis, Measurement & Standards for Composite Materials,
Measurement & Standards for Membrane Materials, Microelectronics
Manufacturing Infrastructure, Microfabrication and Micromachining,
Organic Electronic Materials Technology, Photonics Manufacturing,
Supporting Technologies for Semiconductor Lithography and Intergration
