(SSA) requires a complete Automatic Remittance Processing System to
include all associated hardware, software, integration, training,
maintenance and any other related support services necessary for a six
(6) years systems life (base year with 5 one year options). Currently,
six Program Service Centers process remittances under their own Social
Security number jurisdiction. Approximately 6,000 remittances are
processed daily using key-entry, a labor-intensive process. The
objective of this procurement is to consolidate the six remittance
processing operations into a single site at the Mid-Atlantic Program
Service Center (MATPSC) located in Philadelphia, Pennsylvania and to
modernize the operation using state-of-the-art technology. The system
shall use Optical Character Reader (OCR), Courtesy Amount Recognition
(CAR) and key-from-image processing to perform data entry. The system
must extract necessary information from a scan line on a remittance
coupon, or provide forkey entry of relevant data. Functionality must
allow the system to process the following: 1) remittance only; 2)
remittance/coupon; 3) multiple remittances/single coupon; and 4) single
remittance/multiple coupon. The system must also be able to process
transactions involving credit card payments, foreign remittances, etc.
The system must also be capable of imaging the front and back of the
remittance, and have a minimum fourteen workdays image storage
capability that allows for the online retrieval of an image of the
front and back of remittances. Retrieval shall be available online
through either personal computer terminals connected to the scanner
mainframe or by an interface connection with personal computers
installed at the processing site. The Request for Quotation (RFQ) will
be issued on or about October 26, 1998 with quotations due 30 days
