Executive Office of the President (EOP) is soliciting offers for
Internet connection and services and intends to award a one-year
contract with four (4) one- year options. The scope of services to be
performed under the solicitation consists of providing access to the
Internet, the communication lines making the physical connections
between the EOP and the service provider, maintaining all communication
equipment supplied by the service provider to create the communication
links (including responsibility to resolve all TELCO related
interruptions) and reporting on the systems reliability, utilization
and performance. The service provider shall be a 1st Tier ISP and is
required to have staffing available to monitor the services and
interfaces 24 hours a day 365 days a year. The Offeror shall provide
support for two (2) distinct domains, the EOP.GOV and WHITEHOUSE.GOV
domains with two separate communication lines providing connectivity,
with communication speeds of 10Mbs with the ability to scale to 45Mbs
on short notice to accomodate special events for short terms. The
Offeror shall have and provide access to a Network Operations Center
(NOC) for support purposes 7x24x365. Additionally, the Offeror shall
provide Domain Name Server (DNS) hosting, redundant communications
between their Point of Presence (POP) and the Internet, redundancy
between the EOP and their POP, Statistical data collection and
reporting, Security monitoring filters, advise and alerts, News server
access, Mail relay, Time Services, and Mbone capability. Further, the
Offeror must provide TCP/IP protocol support to include, but not
limited to, IP version 4 and IP version 6. Automatic communication
Fail-Over shall be provided by the ISP at the EOP site, rerouting
communications from one domain through the other should either
communication link become inoperable. Offerors must provide
specifications on equipment, software, and configurations proposed as
part of their technical proposal to allow for government review.
