The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization (DITCO) will issue a Request For Proposal (RFP) for Defense Information Systems Network Transmission Services -- CONUS Extension (DTS -- CE) on or about 9 October 1998. The Government will award multiple contracts to not more than 6 responsive, responsible technically acceptable offerors presenting the lowest life cycle costs for implementing and maintaining, over the life of the contract, transmission services and, on a case-by-case basis, associated telecommunications equipment. It is the Government's desire to award at least one of the contracts to a qualified small business. The awards will be Fixed-Price, Indefinite Delivery/Indefinite Quantity contracts with a three year base period with seven one year option periods. The DISN Transmission Services -- CONUS Extension (DTS -- CE) contracts will provide sub-T1 through OC-N point-to-point transmission services for the Department of Defense and its Services and Agencies and other Federal Departments within the Continental United States which cannot be satisfied using the DISN Transmission Services -- CONUS (DTS -- C) contract. The DTS -- C contract currently provides access transmission services to DISN Switched/Bandwidth Manager Services -- CONUS (DS/BMS -- C) contract bandwidth managers and backbone transmission services between DS/BMS -- C bandwidth managers within the Continental United States. The scope of the DTS -- C contract limits transmission rates to T1 and above. The DTS -- CE contracts will satisfy point-to-point transmission requirements at rates below T1 and other transmission requirements which, for operational reasons, do not traverse a DS/BMS -- C bandwidth manager. The Contractors will be responsible for furnishing all personnel, facilities, equipment, material, supplies, support and management, and shall perform all functions necessary to perform site surveys, engineer, configure, condition, provision, install, test, operate, maintain, administer and secure all services to achieve/provide physical and electronic connectivity as set forth in the Statement of Work and Functional Requirements Specification.
