Academy, CO 80840-2315 L -- DIRECT CONVERSION FOR LIFE SUPPORT AND METEROLOGICAL SERVICES DUE
101898 POC Jean Goforth, 719/333-2074 A sources sought synopsis
regarding a USAF Academy, Colorado, Direct Conversion effort conducted
utilizing OMB Circular A-76 for Aircrew Life Support and Meterological
services. The Direct Conversion is being processed to determine if it
is efficient for government operated or contractor operated functions
within these two areas and, if applicable, to determine the selected
contractor. Non-personal service requirements include all personnel and
supervision and could potentially require all equipment, vehicles,
tools, materials, supervision, and other items to accomplish Aircrew
Life Support (ALS) services and Meterological services. The ALS portion
includes performance of inspections, maintenance, installation,
removal, and repairs of in-shop and aircraft installed life support
equipment and mandatory components. The maintenance and inspection of
all hands-on ALS Continuation Training devices, conduct all initial and
annual ALS continuation training as outlined in USAFA instruction to
include, but limited to, parachute landing fall, land/water drags,
parachute malfunctions, preflight/postflight of chutes, air/ground
egress procedures. Contractor will be required to schedule and
accomplish all equipment inspections, repairs, and repacks using an
approved automated equipment tracking program; render aid to aircrews
with life support equipment problems including proper equipment fit,
inspection, and use; maintain all related accounts for budget, time
change forecast,Custodian Account/Control Receipt Listing (CA/CRL),
Precision Measurement Equipment Laboratory (PMEL), OSHA, bench stock,
and explosives programs. The contractor will be required to develop and
maintain ALS operating instructions, quality assurance programs, and
tool kits. Service requirements for the Meterological services portion
includes surface weather observation, weather radar observation,
weather forecasting, staff weather briefing, and aircrew flight weather
briefing support for the Academy and out lying areas within a fifty
mile radius ofthe Academy, equipment operation, operation of the
automated weather distribution system, the WSR-88D Doppler weather
radar system, related small computers, the meterological satellite, the
automated surface observing system, the high wind alert system, and the
lightning detection system. Contractor shall be required to furnish a
permanent replacement to the High Wind Alert System, including the
Remote Wind Mesonet and the Doppler Acoustic Sodar and provide a
permanent replacement to the Theodolite which automatically samples
upper air readings upon balloon launch and provides data. All
interested business concerns shall indicate interest in this
acquisition by providing the company name, mailing address, phone

Drive, Suite 200, USAF Academy CO 80840-2315 no later than 3:00 P.M.
MST, 18 Oct 98. Interested business concerns are requested to provide
sufficient written information supporting their capability and past
performance to perform. This information should include, as a minimum,
(a) degree of experience in ALS and Meterological services experience,
(b) address current related certifications for these services, (c)
address employee on-the-job safety mishaps, (d) provide quality/safety
program currently in-use by the contractor, provide management
infrastructure and corporate financial capability to support these two
types of operations similar to the magnitude of this requirement, (e)
provide past corporate and government contracts with references,
outlining related contractual responsibilities, and points of contact,
with current telephone numbers. Small Business concerns must provide
written proof of capability and a positive statement of eligibility as
a SB concern. Indications of interest by SB concerns without required
information regarding capability and eligibility will not be
considered in a SB set-aside determination. For purposes of his
acquisition, the Standard Industrial Code (SIC) being considered is
8999. The anticipated business size is $5.0 million. Small,
Historically Underutilized, and Women-owned businesses are encouraged
to submit data. This is a sources sought synopsis only. An issue date
for the solicitation has not been established. A subsequent synopsis
will be issued at a later date to provide solicitation issuance
