This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in FAR Subpart 12.6 as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation,
F26600-98-Q2041, is a Request for Quotation, (RFQ). The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-05. This solicitation is
unrestricted, IAW FAR 19.502-2(c). The SBA has not granted a small
business waiver or exception to the nonmanufacturer rule. The SIC code
for this acquisition is 7359. There are ten (10) line items. There are
two (2) line items for each fiscal year, (FY). One line item is for the
lease of the line truck and the other is an option to purchase the line
truck. The monthly lease for FY 99 will begin upon delivery and
operational acceptance of the vehicle. The vehicle must be delivered
between 1 Oct 98 and 1 Jun 99. The Government will have three (3)
option choices each fiscal year; continue leasing for another fiscal
year, purchase the vehicle at a set price, or discontinue leasing the
vehicle. The lease with option to purchase spans between 1 Oct 98 to 30
Sep 2003. The monthly lease period is a calendar month regardless of
the number of calendar days in a month. The Government shall be offered
a set purchase price that is valid for an entire fiscal year, 1 Oct -30
Sep. At any time during each fiscal year the Government may exercise
the purchase option. The Government may consider offers during each
fiscal year to purchase the vehicle at a price lower than the price
included in award resulting from this solicitation. IAW DFARS
252.211-7003, Brand Name or Equal, The item in this solicitation are
identified as "brand name or equal," the term is intended to be
descriptive not restrictive. The "brand name or equal" description is
used to portray the characteristics and level of quality that will
satisfy the Government's needs. The salient physical, functional, and
other characteristics which "equal" products must meet are specified in
the solicitation. Item description as follows: Vehicle Description:
Brand new or current model year with less than 100 miles on vehicle
odometer prior to shipment to Nellis AFB, NV, just NW of Las Vegas NV.
Equal to: Model 4700 4 x 4 International Chassis with platform body
and cross-box. Diesel powered 230 HP minimum engine, key shutdown on
engine, automatic 6 speed transmission, tow hooks, air brakes for
straight truck application, horizontal muffler and short tail pipe, two
diesel fuel tanks: minimum sizes are: 30 gallon RH and 50 gallon LH,
all-season radial belted tires standard size for vehicle. Cab Features:
Standard cab for truck series with full width front bench seat with
seat belts for all occupants, two (2) rectangular mirrors minimum size:
7" x 16", factory AC, intermittent wipers, AM/FM radio, factory cruise
control, oil pressure and coolant pressure gauges, and ammeter and
hourmeter. Digger-Derrick: Equal to Terex Telelect commander 4045 with
TM winch and the following operational requirements: Two speed digger
with hydraulic shift complete and with power take off compatible with
line truck transmission. Derrick mounted wench, with full 360-degree
continuos and unrestricted rotation. Elevation: +80 degrees above
horizontal to 20 degree below horizontal. Unit will include 18-inch
auger with standard dirt teeth, wench line with capacity to lift 10,000
lbs. at 10-foot radius, reach to set pole 55-foot pole, pole claws, and
hydraulic boom. Features required: Tilt pole, transferable pole buddy,
hydraulic overload protection, hydraulic tool power, hydraulic oil
reservoir with shut off valve, two part winch line attachment, auger
storage bracket with self-latching auger catch, hydraulic auger
release, pin, and auger role-up cable, tilt pole plummer, transferable
pole buddy, subframe and outriggers, pole plummer interlock, and load
chart, boom angle indicator and warning/safety decals posted on unit.
Hydraulic Boom Capacities: Automatic three-(3) boom section with
fiberglass hydraulic third section, dielectrically tested and
certified. Fiberglass boom capable of lifting the rated capacity of
derrick in all positions. Control Station: Rider type command post type
with control station. Controls boom, rotation, boom elevation, boom
extension plus all other applicable boom functions. Includes panel
light for illumination during night operations. Line Truck Body:
Platform body with minimum 40-inch wide cross box, boom rest, electric
brake controller, pintle hook on bumper, and mud flaps. Exterior
spotlights must be able to illuminate a 10-foot diameter around
vehicle. Vehicle must meet Federal vehicle requirements and pass Nevada
safety and road standards prior to being delivered. Training: On site
training must be provided to Government technical team. Training covers
all aspects of safety and performance operations. Training should be a
minimum of 8 hours. An overview of the vehicle will be provided to
entire technical team and specific hands on training to at least five
(5) operators. The vendor will be responsible for all routine and
periodic maintenance during the lease period. The vendor will respond
to calls for maintenance within one (1) calendar day for routine
maintenance and four (4) hours for emergency maintenance. The vendor
will provide a telephone number for maintenance calls. The vendor will
provide a number that provides the Government with 24 hour access to
request maintenance. Brand name listed in description is intended to be
descriptive not restrictive. The salient operational requirements have
been listed. The Government will evaluate the descriptive literature
to determine if the vehicle offered meets the specifications.
Acceptance will not be made until vehicle has been tested to ensure it
meets operational requirements and training is completed. The
provision at 52.212-1, Instructions to Offerors Commercial, without
addenda, applies to this solicitation. The provision at 52.212-2,
Evaluation Commercial Items, without addenda, applies to this
solicitation. Evaluation will be based on descriptive literature
submitted and compared against the salient operation requirements. The
provision at 52.212-3, Offeror Representations and Certifications
Commercial Items, without addenda, applies to this solicitation and
must be completed and returned with all offers. Offerors who fail to
submit a completed Representation and Certifications Commercial Items
may be considered nonrepsonsive. The provision at 52.212-4, Contract

Required Central Contractor Registration. For solicitations issued
after 1 Jun 98 all contractors are required to be registered in the
Central Contractor Registration (CCR) database to receive a DOD award
or payment. Lack of registration in CCR will make an offeror ineligible
for anaward. Award may be made to other than low bidder if the low
bidder is not registered in CCR. Offerors should include their Dunn &
Bradstreet number with their offers to verify registration in CCR. DUNS
numbers can be verified or obtained by calling 1-800-333-0505.
