This notice of intent is not a request for competitive proposals. The impending procurement will result in a contract for management, integration, fabrication, delivery, maintenance, and logistical support of the Portal Shield Biological Sensor Systems. Portions of this effort require a Secret Clearance. This action is predicated on an urgent requirement stipulated by the DoD Joint Staff. Operational knowledge of the Portal Shield is necessary to mitigate performance risk. The estimated value of the contract to comply with the Joint Staff Memorandum is $26 million. Options to increase the quantity of Portal Shield Detector Systems will also be included should the quantity to meet urgent needs increase. The Portal Shield is the product of an Advanced Concept Technical Demonstration integrating two non developmental items. Deliveries under a compressed schedule are to begin no later than December 31, 2000. The estimated number of units to be procured under the contract is 70 -- 204. The proposed action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-2, Unusual and Compelling Urgency. Interested persons may identify their interest and capability to respond to the requirement; however, a determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Expressions of interest may be submitted to the contracting officer until October 2, 1998.
