SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS ON A FIXED-PRICE BASIS. It
is prepared in accordance with Federal Acquisition Regulation Subpart
12.6 as supplemented with additional information included in this
notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. PROPOSALS
ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The
solicitation number is N68057-98-Q-7005. This notice is issued as a
Request for Quotations (RFQ). The SIC code is 4813. The business size
standard is 1,500 employees. The Base Communications Office at
Philadelphia Naval Business Center, Philadelphia PA has a requirement
for purchase and installation of an expandable voice messaging system
with 16 fax capable voice message ports expandable to 72 ports
capacity, 40 hours storage expandable to 945 hours, complete mailbox
database redundancy, fully redundant system power supplies, hot
pluggable circuit cards and storage drives. The system shall be Y2K
compliant. It must provide for local SMDI port that is compatible with
Centrex service and utilize all trunking and signalling features such
as ANI, call routing, message waiting, etc. System must be fully
compatible with Octel 350 Overture systems in operation at three
Pennsylvania sites and will provide the option for networking features
between the systems. Full system installation, including one hundred
percent transition of existing Octel Aspen mailbox and message
databases to be completed outside of normal business hours. Provide
on-site training for voice mail system administrator. Provide a
one-year warranty on parts and labor to be included in the system
price. The voice mail system will include the following as options,
which may be installed in the future: a) individual fax licenses for
fax-on-demand, b) system backup and restore option using digital audio
tape, c) global redundant message and database storage capability, d)
visual mailboxes for viewing fax and voice messages on computer
monitors connected via LAN card and network serversoftware, e) TDD/TTY
compatible mailboxes. Submittals will be technically evaluated to
determine the extent to which any networking features are in fact
compatible across existing Octel platforms. Commonality and ease of use
will be key points in the technical evaluation. The provision at FAR
