Support Center (DASC) intends to award a sole source purchase order to
DAWN Satellite. This announcement constitutes the only announcement.
Quotations are being requested and a written RFQ will not be issued.
This request for quotation SP4700-98-Q-0022, will be evaluated using
Simplified Acquisition Procedures (See FAR 13.106-2). DAWN Satellite
will provide all the necessary labor, equipment, and materials required
to procure the DSR4200V Satellite Receiver at all of the DDLN downlinks
and the 2 existing uplinks facilities. The DSR4200V satellite receiver
has proprietary programming code owned, operated, and licensed by PBS
the Business Channel. Installation will be completed by the designated
DDLN site POC. DAWN Satellite will be available to assist during
installation if required. The DDLN downlinks are: DISC Philadelphia,
DSCR Richmond, DCMC Hartford, DCMC Orlando, DCMC Seattle, DCMC Garden
City, DDD Norfolk, DDD Cherry Point, DCMC Denver, DCMC Phoenix, DSCC
Columbus, DCMC St. Louis, DCMC Cleveland, DCMC Dayton, DCMC Dallas,
DCMC Santa Ana, DDD Puget Sound, DDD Jacksonville, DCMC San Antonio,
DDD Anniston, DDD Albany, DDD Corpus Christi, DRMO Oklahoma City, DDD
Richmond, DDD Barstow, DDD San Diego, DCMC Atlanta, DDD Hill AFB DDD
San Joaquin, DDD Oklahoma City, DDD Red River, DDD Warner Robins, DCMC
San Francisco, DCMC Twin Cities, and DCMC Baltimore. The DDLN
origination sites (Ft. Belvoir, Boston, Los Angeles, Battle Creek, New
Cumberland and DCPSO Columbus) will be utilizing 2 existing uplink
antennas at Wright Patterson AFB and Ft. Lee, VA. The DSR4200V
Satellite Receiver for the DDLN origination sites will be located at
Wright Patterson AFB and Ft. Lee. The DDLN will utilize a combination
of Integrated Switched Digital Networks (ISDN) satellite broadcast
technology and conventional data circuits as the telecommunications
backbone. The DDLN will be a hybrid network that will combine one-way
satellite communications with terrestrial communications technologies.
The final network design must be completely interoperable with the FTS
2000 DoD Distance Learning Network. The DDLN will utilize existing
FTS2000 uplink locations by accessing them via the FTS 2000 SCVTS
Network. Each of the origination sites will have an ISDN Primary Rate
Interface (PRI) circuit at 384kbps that will provide the capability to
transmit and receive satellite programming as well as access to the
two-way interactive terrestrial programming. Responses must be received
