Employee Education Business Center proposes to award a contract for
consulting services. This is a combined synopsis/solicitation for
commercial services prepared in accordance with the format in FAR
Subpart 12.6 as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
Request For Quotations (RFQ) are being requested and a written
solicitation will not be issued. Solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-06. This procurement is set-aside for small businesses and
the SIC Code is 8742 and the small business size standard is $5.0
million. Consulting services are required to collaborate with the
Employee Education System (EES) to design and implement a learning
system within EES. The Contractor will also collaborate with the EES to
design a pilot learning system at the Buffalo VA Medical Center.
Services are required during the period September 30, 1998 through
September 30, 1999. Background: The VA "All Employee Learning"
initiative sets a goal of intentionally engaging all employees in
on-going learning and development, including 40 hours a year of
instruction for all employees. The EES needs to develop a learning
system that promotes the achievement of this goal. The focus of the EES
has been on providing training to VA employees. As part of our
restructuring, we need to transform ourselves into an architect of
learning systems, creating policies and practices that support and
facilitate the learning of all employees. The contractor shall
collaborate with EES to design and implement a customized integrated
learning system, which helps employees improve their skills and enables
EES to achieve their strategic goals and objectives. Contractors shall
submit a technical and price proposal in response to this
announcement. The technical proposal shall address the following
evaluation factors which are in descending order of importance, but
considered more important than price: 1)Prospectus demonstrating the
contractor's understanding of the requirement and describing the
technical and management approach to accomplish the work within the
time frame required; 2)Describe experience and knowledge of the VA
Learning System; 3) Describe expertise and knowledge in designing an
integrated learning system; 4)Identify the deliverables; 5)Identify the
milestones or work break down structures; 6)Describe the skill
categories to be utilized; 7)Describe the number of hours required to
accomplish the work effort; and 8) Identify at least three sources for
past performance verification. The Contractors price proposal shall
reflect the total cost to perform services including travel and
lodging. Contractor proposals shall also contain the information
required in provisions 52.212-1, a completed copy of 52.212-3 and the
certification required in 852.219-70. Quotations shall be received by
9/25/98 at 4:30 p.m. local time. The following provisions apply to this
