Blair Hayes, Contracting Officer, (202)401-5404 The purpose of the procurement is to provide administrative and management support to the Administration for Children and Families (ACF), Administration on Children, Youth and Families (ACYF), in the implementation of procedures for receiving, reviewing and reaching funding decisions on grant applications submitted in response to discretionary grant solicitations. While such solicitations are generally published in the Federal Register, they may also take the form of "Information Memoranda" or letters of invitation when the pool of eligible applicant of a particular grant program is limited to a specific category of applicants (e.g., current grantees for a particular program, colleges and universities). It is also anticipated that the contractor awarded this procurement will investigate, recommend, and provide administrative and management support for the piloting of alternative approaches/ methods of paneling grants. This would include but not be limited to approaches/methods utilizing new technologies, such as teleconferencing, video conferencing, and electronic submission of applications and/or reviewer evaluations. This procurement is 8(a) competitive, the Standard Industrial Code(SIC) for this procurement is 8742. The anticipated period of performance for this project is five years which consist of a 12 month base and four 12 month options.
